Rededicating of Winthrop Family Garden

Last Saturday, Mayor Lightfoot and I gathered with descendants of the Winthrop Family, local residents, Uptown United, and others to rededicate the Winthrop Family Historical Garden. The space honors the legacy of the Winthrop ‘Family,’ a community of Black residents who fought racist segregation to make Uptown their home along the 4600 Block of Winthrop. The garden has long been a gathering space for Black families that were redlined and restricted from the rest of Uptown.
Despite the struggle, 'The Winthrop Family taught us what community really means.' Descendants of the original Winthrop Family described it as a block where ‘everybody knew everybody,’ where ‘people felt loved’, and you didn’t have to share ‘blood to be family.’

The Winthrop Family living on the 4600 Block of North Winthrop and their stories were honored and celebrated in the revamped and rededicated garden. The garden features enhanced gardening plots, a space for community gatherings and performances, and curated signage that share the stories of the Winthrop Family.
The renewed space will host events and community programming in partnership with the Uptown Chamber. Stay updated with their efforts by signing up for their newsletter here. The updates being made to the garden are funded through Mayor Lightfoot’s Chicago Recovery Plan. Through the Chicago Recovery Plan, the Department of Planning and Development's Public Outdoor Plaza Grant is designed to help community-based organizations revitalize land along neighborhood retail corridors.
This event and joint effort would not have been made possible without the dedication and passion of so many people. I would like to say a big thank you and congratulations to:

You may apply to vote by mail no later than 5:00 PM on November 3rd.
All Vote By Mail ballots come with postage-paid Ballot Return Envelopes.
When you apply online to Vote By Mail, the Election Board will send you emails:
- When your application is accepted,
- When your ballot is mailed to you,
- When the Election Board receives your Ballot Return Envelope, and
- When your ballot has been processed and counted.

Truman College at 1145 W Wilson is the 46th Ward Early Voting Site.
All 50 Ward Early Voting sites will be open from October 24th through November 8th:
- Weekdays from 9:00am to 6:00pm
- Saturdays from 9:00am to 5:00pm
- Sundays from 10:00am to 4:00pm
- Election Day (Nov. 8) from 6:00am to 7:00pm.

WHAT TO BRING
If you've voted in Illinois before, you don't need to provide ID to vote.
If you're a first-time voter who registered by mail, and didn't provide your driver's license number, state ID number, last 4 digits of your Social Security number, or a copy of a current ID or government document that shows your name and address when you registered, you'll need to provide one of these when you vote. You will be required to provide one of the following:
- copy of a current and valid photo identification
- copy of a current utility bill, bank statement, government check, paycheck, student ID and either a residential contract/lease or any postmarked mail delivered to your current residence address or other government document that shows your name and address.
Voters without ID: If you are unable to provide ID, you will be able to vote a provisional ballot. After voting provisionally, you will be told how to submit additional proof of registration to the election authority. The additional information must be received by the election authority no later than the close of business on the Tuesday following the election.

GREEN FORUM
The third Green Forum is Tuesday, October 25th from 5:30 PM to 7:00 PM, at the Uptown Library, 929 W Buena. The Green Forum is cohosted by the 46th Ward Office and Buena Park Neighbors. We aim to hold monthly meetings that provide residents a platform to express environmental concerns, learn about local programming focused on environmental sustainability, and organize around action items.

For the last eleven years it has been my privilege to work alongside Uptown United and the Uptown Chamber of Commerce. They have been steadfast partners in building a unified business environment; facilitating economic development; and strengthening our community. I’m humbled they’ve chosen to acknowledge the work we've done together and my fellow retiring Uptown elected officials, Alderman Harry Osterman and State Rep Greg Harris at Casino Uptown.

PUMPKIN SMASH COMPOSTING EVENT

Pumpkins must be free of candles, stickers, glitter, yarn, synthetic decorations. We can compost pumpkins decorated with water-based paints.
Illinois is a top producer of pumpkins in the U.S., but when jack o’ lanterns are past their prime, many end up in the trash. In Cook County, 37% of landfill material is food waste, a major source of the greenhouse gas methane. In Chicago alone, over 500,000 tons of organic waste is sent to landfills annually.

Hundreds of migrants have been arriving from the State of Texas to the City of Chicago. As a welcoming city, we know Chicagoans are ready to show their generosity and are looking for ways to support the new arrivals. If you wish to volunteer, please complete the volunteer registration form found here.
The 46th Ward Office is a drop off site for donations. You can view the list of requested donation items and other offices serving as drop-off locations here. Note food is not being accepted.

PUBLIC HEALTH UPDATES
NARCAN/NALOXONE AVAILABLE AT 46TH WARD OFFICE
The 46th Ward Office has free Naloxone (Narcan) and Fentanyl Test Kits available. You can also access Naloxone (Narcan) in Chicago Public Libraries, including the Bezazian and Uptown branches. Anyone in Chicago can access medications to treat opioid use disorder by calling 833-234-6343. You do not need to have insurance, income, or documentation to access this treatment.
UPDATED COVID-19 VACCINE BIVALENT BOOSTERS ARE NOW AVAILABLE
More information about the new vaccine and roll-out can be found here. For those who need help finding a nearby vaccination site, Vaccines.gov is a free online service that you can use to search for pharmacies and providers that offer vaccination. DEVELOPMENT & CONSTRUCTION UPDATES

When asking about developments or construction work, it is helpful to have the address of where the proposal or work is taking place.
4701 N. CLARK
Developer Platinum Homes is requesting a zoning change from B3-2 to B2-3 in order to construct a five-story residential building. The proposal would have 38 dwelling units (29 two-bedroom, 2 bath units and 9 two-bedroom, 1 bath units with parking for 21 vehicles and 62 bicycles. More feedback from the Clark Street Block Club is needed and Ald. Cappleman will defer to the City's Dept. of Housing to determine how the ARO will be utilized for this development. This development proposal is along Clark Street, which is currently undergoing a retail corridor study led by the Chicago Department of Planning and Development, which is why this department's input is also crucial. 4642 N. MAGNOLIA
After a close vote, Magnolia-Malden Neighbors voted in favor of approving an upzone to allow for the construction of a 6-unit residential building at this site. Along with their approval, they submitted a list of questions to Finan Development Corporation. The developer is still finishing up responses to the local block club, and it will be posted on the 46th Ward website. Once Ald. Cappleman reviews the developer's responses, he will relay his decision about upzoning this property.
4555 N. DOVER
The developer recently told Ald. Cappleman that he's very close to submitting a proposal for this site. Should a change in zoning be required, Ald. Cappleman will host a meeting with Dover Street Neighbors and the developer to discuss this proposal before a final decision is made.
