Dear Neighbor,
Almost 10 years ago, I traveled to Seattle, WA to visit my brother, and while there, I went to Pike Place Market located near the downtown area. It was a bustling hub with all types of food, but most of all, it exuded this sense of energy that made it a fun place to be. I realized I wanted a uniquely Uptown version for the Gerber Building’s site located on the NW corner of Broadway and Wilson.
A few years later, I met the folks from the Chicago Market, and I knew immediately they were the answer to this dream. In their own words, they view themselves as “a community hub - a vibrant center of exceptional food workshops, meetings, performances and more.” I wasted no time becoming a member of Chicago Market and then connected their team with Uptown United. Yes, there were all sorts of stumbling blocks along the way, and many meetings that included CTA, the Mayor’s Office, and the Dept. of Planning and Development. I can’t speak highly enough of the work that Uptown United did to help make the path easier. I found the Chicago Market team to be people with big hearts and an even bigger vision to provide local organic foods imbued with a sense of community.
We have already gotten a taste of what the Chicago Market brings to the community with their weekly Uptown Farmers Market that provided the region’s best farmed goods and locally produced foods right under the Wilson station during the summer and fall. It also included community partners, musicians, and the Uptown Sidewalk Social! The Chicago Market is a true investment in and with our community that will bring jobs, visitors, and local produce to Uptown.
Yesterday was a great day for the 46th Ward. The City of Chicago has rewarded Chicago Market’s hard work with a $5.2M grant from the Chicago Recovery Grant program that will enable them to open later next year. Winter Weather & End of Year Reminders
- Keep sidewalks clear of snow and ice - learn more about the City Ordinance on our website and on the CDOT snow removal webpage.
- Help shovel the sidewalks of neighbors who need support with sidewalk maintenance. Many block clubs coordinate shoveling volunteers to help neighbors who need extra shoveling assistance. If you are in need of shoveling support, please contact your local block club or our office to help connect you with the right neighbors.
- Report uncleared sidewalks and bike lanes by calling 311.
- Follow snow plow routes and times by using the Chicago Plow Tracker.
- Confirm snowfall parking restrictions by following all existing winter parking signage and restrictions on your block.
- Avoid package theft by using the Chicago Police Department Package Theft Prevention Tips.

Supporting Your Neighbors During Extreme Cold
As the temperature continues to dip, please continue to look out for neighbors.
Below are signs of Hypothermia:
- Shivering
- Exhaustion or feeling very tired
- Confusion, slurred speech, and memory loss
- Fumbling Hands
Call 911 if you see someone who may be experiencing these symptoms.
Call 311:
- to locate the warming area nearest to you
- to request a well-being check for a neighbor, loved one or a friend
- to report inadequate heat in a residential building that violates the Chicago Heat Ordinance
WARMING CENTERS
City of Chicago warming centers go into effect when temperatures are at 32 degrees or below. Warming areas are available 9am-5pm, Monday through Friday. Click here for a full list of DFSS Citywide Warming Centers and reference the flyer below. Chicago Parks and Libraries also serve as warming centers in extreme cold. The DFSS North Area Center at 845 W Wilson is our primary warming center Monday through Friday, 9:00 AM-5:00 PM.

MENTAL HEALTH CRISIS

HELPING PEOPLE EXPERIENCING HOMELESSNESS
Many different organizations and offices are doing food, coat, and clothing drives. We've been happy to have been a donation site for many of these drives. As we continue donating and volunteering during the holidays, please keep in mind the best way the public can help those experiencing homelessness is by supporting the case manager's role of being the lead support for their client. Instead of providing food and other items directly, it's much better to donate items or money to the person's assigned social service agency. Contact the 46th Ward Office (Ward46@cityofchicago.org or call 773-878-4646) for assistance with contacting the agency to learn what types of donations each agency needs.

WINTER HOLIDAY OFFICE CLOSURE
Starting Friday, December 23rd the Ward Office will be closed until the new year. The Ward Office will reopen Tuesday, January 3rd at 9:00 AM.

FEEDBACK NEEDED FOR 2023 MENU FUNDS
Your feedback will help Alderman Cappleman determine how to spend $1.5M in Menu funds to be used for 46th Ward infrastructure projects in 2023. The vast amount of these funds will be used for street and alley resurfacing, sidewalk replacement, curb and gutter repair, repaving entrances to alleys, arterial street bump-outs, street lighting, bike lanes, and tree planting. If you aren't sure about whether or not an infrastructure idea/concern is related to Menu, please send it to us and we can add it to our list of projects for Menu, create a 311 request or contact the appropriate department to make sure your concern is resolved.
If you have a menu project idea or an infrastructure concern, please email our office at ward46@cityofchicago.org or call us at 773-878-4646. In the email, please include your name, address, and the best way to contact you.
When describing your idea, please make sure to include:
- The type of infrastructure request/problem and why: is your concern about a street, a sidewalk square, etc? Is it broken, is there flooding, etc?
- The address/location of the infrastructure item: please be as specific as possible, including an address, cross street, and other markers.
- The extent/length of the request: "The street needs to be paved for 2 blocks, from X St. to Y Ave. " or "2 sidewalk squares need to be replaced."
- Whenever possible, please include photos!

SHARED COST SIDEWALK PROGRAM
The 2023 Shared Cost Sidewalk Program (SCSP) will be open for applications on Monday, January 9, 2023, from 6:00 AM to 10:00 PM. The SCSP is an extremely popular program that allows property owners to share the cost of sidewalk repair with the City. Applications are taken first-come, first-served basis. Learn more here.

REMINDER FOR DOG OWNERS AT CLARENDON PARK
The Clarendon Park Community Center invites dogs owners to enjoy the extra time on the fields this winter but to please remember that sports are played on those fields in the Spring and Summer. Please don’t allow your dogs to dig holes in the outfield grass. Please pick up after your dogs and on rainy and snowy days, don’t run the dogs as their paws make the outfield grass uneven which will require extensive maintenance to remediate. Thank you!

NARCAN/NALOXONE AVAILABLE AT 46TH WARD OFFICE
The 46th Ward Office has free Naloxone (Narcan) and Fentanyl Test Kits available. You can also access Naloxone (Narcan) in Chicago Public Libraries, including the Bezazian and Uptown branches. Anyone in Chicago can access medications to treat opioid use disorder by calling 833-234-6343. You do not need to have insurance, income, or documentation to access this treatment.

IHDA MORTGAGE RELIEF
Applications open from November 1st, 2022 to January 31st, 2023.
The Illinois Housing Development Authority (IHDA) announced it is reopening a mortgage assistance program designed to assist homeowners financially impacted by the pandemic on Tuesday, Nov. 1, 2022. The Illinois Homeowner Assistance Fund (ILHAF) provides up to $30,000 in mortgage assistance to eligible homeowners — paid directly to the servicer, taxing body or other approved entity — while homeowners work to regain their financial footing. Whether homeowners have a mortgage, a reverse mortgage, or are mortgage-free, the program can fund past due housing payments and up to three months of prospective mortgage payments. The program is free and funds do not need to be repaid. Application, program information and updates can be found at illinoishousinghelp.org. CTA SAFETY UPDATES
As part of its continued efforts to enhance the security of riders and its employees, the Chicago Transit Authority (CTA) today announced the completion of work to install new security camera monitors in every Customer Assistant (CA) booth across the system. This project is the latest in a series of initiatives deployed in the last month since the introduction of the “Meeting the Moment: Transforming CTA’s Post-Pandemic Future” – a multi-pronged Action Plan for improving rider experiences to ensure that public transportation is the first choice of travel throughout the region.
