Public Safety Opportunity: 2023 Beat Meetings

Dear Neighbor,
Addressing crime requires a collaborative effort from the entire community. As we start a new year, please take the time to become familiar with your local community policing office and beat. Many residents have asked me how they can be proactive in their neighborhoods. The Community Policing Office (CAPS) out of the 19th and 20th Districts strongly believe attending your local beat meetings is extraordinarily helpful. Beat meetings are effective because they enable proactive solutions when residents and community stakeholders attend and share their perspectives and experiences. These meetings allow residents to speak directly with the officers assigned to their neighborhood. Beat officers can answer questions, comments, and concerns from neighbors and provide a review of incidents that have occurred within the past 2 months along with an overview of crime statistics for the area. Attendees can provide officers with more details about what they're observing to help officers address a chronic issue.
I or a staff member from my office also try to attend all of the beat meetings that fall within our ward boundaries. I have personally experienced areas improve when the community gets involved and officers hear their firsthand experiences. Beat meetings are also an opportunity for officers to share action items and strategies with the community. You can find your local police district and beat by entering your address here. VOLUNTEERS NEEDED FOR DFSS

The Department of Family and Support Services is asking for volunteers to assist in the completion of the 2023 Point-In-Time Count, this data is meant to provide insight on the number of individuals experiencing homelessness in the City of Chicago. STREETS & SANITATION UPDATES
AREA TREE TRIMMING
Thanks to additional funding, the DSS Bureau of Forestry has increased its tree trimming crews and has the capacity to move to a citywide area tree trimming program beginning Spring 2023. This means crews are able to trim all trees in one geographic area at the same time, creating a more efficient and equitable process for Chicago residents, and allowing for the proper maintenance of the City’s overall urban tree canopy. Please note the City is no longer accepting individual tree trimming requests and any such requests received in 2022 have been moved to the new area tree trimming program. Note that DSS is working to complete any requests still pending from 2021, and residents who submitted a trimming request in 2022 will receive a letter of notification on the new program. The Bureau of Forestry’s goal is to operate in neighborhoods across the City every week, barring any emergency weather incidents. Trees will be posted with signage in advance of tree trimming. NAME YOUR SNOW PLOW CONTEST
This is the last week to submit a snowplow name for Chicago's inaugural 'You Name a Snowplow' contest! Residents are encouraged to submit creative names to www.chicagoshovels.org by the deadline of TOMORROW January 6th, 2023. The City will gather names from the submissions, which are limited to one per person and 50 characters in length. When the submission period closes, or when the City receives 20,000 submissions whichever comes first, DSS will chose 50 finalists. In the second phase, which will begin on January 15th, 2023, residents may vote for up to six names of their choice by January 31st, 2023. The top six vote-getting names will be featured on one snowplow in each of the City's six snow districts.
HOLIDAY TREE RECYCLING
The Chicago Department of Streets and Sanitation (DSS), in partnership with the Chicago Park District, will host the City’s annual Holiday Tree Recycling Program, starting on Saturday, January 7th, 2023 and through Saturday, January 21st, 2023, at 26 citywide locations. Live and natural holiday trees can be dropped off inside the tree recycling corrals at the designated locations. All ornaments, lights, tinsel, and tree stands must be removed before the tree is dropped off, and plastic bags used for transport should also be removed prior to placing the trees in the corrals. SHARED COST SIDEWALK PROGRAM
The 2023 Shared Cost Sidewalk Program (SCSP) will be open for applications on Monday, January 9th, 2023, from 6:00 AM to 10:00 PM. The SCSP is an extremely popular program that allows property owners to share the cost of sidewalk repair with the City. Applications are taken first-come, first-served basis. Learn more here.

CLIMATE INFRASTRUCTURE FUND WEBINAR
Tuesday, January 10th at 12:00 PM. Register here. The City of Chicago Climate Infrastructure Fund is accepting grant applications to support neighborhood projects that mitigate the effects of climate change and accelerate the city’s equitable transition to the green economy. Individual grants from approximately $50,000 to $250,000 are available through the fund to support capital investments in energy efficiency projects, electric vehicles, and green infrastructure. Join Uptown United & the Uptown Chamber of Commerce on Argyle Street in 2023 as Uptown continues its annual tradition going back 40+ years of celebrating the Lunar New Year! To welcome the Year of the Rabbit, we’re planning to host the Lunar New Year Parade & Celebration on Saturday January 28th featuring 20+ local community groups, cultural institutions, dancers, and performers! The parade will step-off at 1:00pm sharp at Argyle & Winthrop. In addition, a number of local organizations are planning pop-ups with family-friendly activities that day between 12:00-4:00pm.

SBIF CLARK/MONTROSE WEBINAR
Wednesday, February 1st at 1:00 PM. Register for the event here. Learn more about the Small-Business Improvement Fund (SBIF) here. The SBIF program uses revenue from TIF districts to help owners of commercial and industrial properties to repair or remodel their facilities for their own business or on behalf of tenants. Tenant businesses are also eligible to apply on their own.
Please note that residential projects are not eligible for the SBIF program, and residential developers should not apply. Program participants can receive grants for 30 to 90 percent of project costs, with a maximum grant of $150,000 for commercial properties and $250,000 for industrial properties. The grants are administered by SomerCor on the City's behalf and do not have to be repaid. DPD and SomerCor will host an informational webinar to review program requirements and the application process, including an overview of program changes adopted by City Council under Mayor Lightfoot.

PUBLIC HEALTH UPDATES
NARCAN/NALOXONE AVAILABLE AT 46TH WARD OFFICE
The 46th Ward Office has free Naloxone (Narcan) and Fentanyl Test Kits available. You can also access Naloxone (Narcan) in Chicago Public Libraries, including the Bezazian and Uptown branches. Anyone in Chicago can access medications to treat opioid use disorder by calling 833-234-6343. You do not need to have insurance, income, or documentation to access this treatment.

IHDA MORTGAGE RELIEF
Applications open from November 1st, 2022 to January 31st, 2023.
The Illinois Housing Development Authority (IHDA) announced it is reopening a mortgage assistance program designed to assist homeowners financially impacted by the pandemic on Tuesday, Nov. 1, 2022. The Illinois Homeowner Assistance Fund (ILHAF) provides up to $30,000 in mortgage assistance to eligible homeowners — paid directly to the servicer, taxing body or other approved entity — while homeowners work to regain their financial footing. Whether homeowners have a mortgage, a reverse mortgage, or are mortgage-free, the program can fund past due housing payments and up to three months of prospective mortgage payments. The program is free and funds do not need to be repaid. Application, program information and updates can be found at illinoishousinghelp.org. Winter Weather Reminders
- Extreme Winter Weather & Supporting Neighbors
The City of Chicago is expecting extreme winter weather including blizzard conditions and bitter cold. Please take a moment to review the full guidance on snow removal, warming centers, and support for neighbors.
SIDEWALK SNOW REMOVAL
Sidewalks must be kept clear of snow and ice and must be cleared as soon as possible after it falls. Snow that falls between 7am and 7pm must be cleared no later than 10pm. Snow that falls between 7pm and 7am must be cleared by 10am. A path must be cleared 5 feet wide on all of the sidewalks adjacent to your property, including crosswalks. Do not shovel snow into other right-of-way areas including the street, transit stops and bus pads, parking spaces, bike lanes, bike racks, and any other space where snow impedes traffic of any kind.

- Help shovel the sidewalks of neighbors who need support with sidewalk maintenance. Many block clubs coordinate shoveling volunteers to help neighbors who need extra shoveling assistance. If you are in need of shoveling support, please contact your local block club or our office to help connect you with the right neighbors.
- Report uncleared sidewalks and bike lanes by calling 311.
- Follow snow plow routes and times by using the Chicago Plow Tracker.
WARMING CENTERS
City of Chicago warming centers go into effect when temperatures are at 32 degrees or below. Warming areas are available 9am-5pm, Monday through Friday. Click here for a full list of DFSS Citywide Warming Centers and reference the flyer below. Call 311 to connect with available warming centers and services and to request emergency shelter. Call 911 for urgent medical care.
The DFSS North Area Center at 845 W Wilson is our primary warming center Monday through Friday, 9:00 AM-5:00 PM. The Garfield Community Service Center at 10 South Kedzie is open 24/7 to connect families and residents to emergency shelter. Other city-operated facilities, including Chicago Parks, Libraries, and Police Stations also serve as warming centers in extreme cold on evenings, weekends or holidays.

- to report inadequate heat in a residential building that violates the Chicago Heat Ordinance
COMED EMERGENCY LINE
Public safety is paramount, and ComEd encourages customers to take the following precautions:
- ComEd urges customers to contact the company immediately if they experience a power outage. Customers can text OUT to 26633 (COMED) to report an outage and receive restoration information and can follow the company on Twitter @ComEd or on Facebook at Facebook.com/ComEd. CTA SAFETY UPDATES
As part of its continued efforts to enhance the security of riders and its employees, the Chicago Transit Authority (CTA) today announced the completion of work to install new security camera monitors in every Customer Assistant (CA) booth across the system. This project is the latest in a series of initiatives deployed in the last month since the introduction of the “Meeting the Moment: Transforming CTA’s Post-Pandemic Future” – a multi-pronged Action Plan for improving rider experiences to ensure that public transportation is the first choice of travel throughout the region. If you live in or operate a business in Chicago you can now apply to receive reimbursement for your security cameras and other security devices.
