Dear Neighbor,

I wanted to update everyone on upcoming and ongoing construction projects as we gear up for the end of construction season. The concrete strike that had delayed all City projects this summer has ended and crews are back on track for the rest of construction season. Work is always weather dependent, and we will continue to update this schedule as we receive information about project timelines. 

GREEN ALLEY INSTALLATION
The alley bounded by Lawrence/Lakeside/Sheridan/Clarendon will undergo a full reconstruction for 5 weeks starting this coming Monday, August 29th. Access will be fully restricted from the alley during this time. If you are on the block and impacted by the closure please contact our office at ward46@cityofchicago.org and 773-878-4646 for additional information and parking/trash support.

SCHEDULED MENU FUND WORK 
CDOT is once again scheduling work for the remainder of the construction season. Please note work is subject to weather delays and we will provide scheduling updates as we receive them. 



As other utility and construction work takes place, please never hesitate to reach out if you have questions or concerns about ongoing projects, parking restrictions, or restoration work. Please contact our office at ward46@cityofchicago.org or call 773-878-4646 and please take note of any existing 'no parking signage' along with the name of the company completing the work. Please include photos of the work in question.

CHICAGO PUBLIC SCHOOLS PRE-K ENROLLMENT AVAILABLE There are still seats still available for the Chicago Public School District’s free, full-day Pre-K programs. These programs are located in 64 of the city’s 77 neighborhoods and are available to all 4-year-olds in Chicago. In addition, half-day seats for 3-year-old students are still available. Families who are interested in enrolling their children in the District’s Pre-K programs for the 2022–23 school year can visit cps.edu/chicagoearlylearning or call (312) 229-1690.

CHICAGO PARK DISTRICT SUMMER UPDATES
This summer, the Chicago Park District succeeded in opening 37 indoor and outdoor pools in neighborhoods across the city to ensure Chicago residents had access to safe options for swimming within two miles of their home. As Summer Day Camp culminates and Chicago Public School students return to the classroom for the start of the school year on August 22nd, the District’s indoor and outdoor pools will begin to close for the season. A total of 21 beaches will remain available for swimming daily through Labor Day, September 5th from 11 a.m. to 7 p.m.

DFSS RAP EXTENSION 
The Chicago Department of Family Support Services shared an update on their Rental Assistance Program (RAP), a fund for all Chicagoans who are at risk of becoming homeless due to loss of income or other eligible emergency which prevents them from paying rent. The RAP deadline has now been extended and can be applied for on the DFSS website at  http://chicago.gov/fss/RAP  . Click here for FAQs on the eligibility for the RAP program. DFSS is processing applications on an ongoing basis and working to process applications to help connect people with their RAP services. You can also visit the DFSS North Area Community Center, 845 W Wilson Ave, open Monday through Friday from 9:00 AM to 5:00 PM, to file your application in person. 


CLEAR PATH RELIEF
The Clear Path Relief Pilot Program (CPR) is designed to help low-income motorists eliminate old debt by requiring payment of only the original fine amount on tickets issued within the last 3 years. Additionally, any new tickets will have 50% ​of the amount due waived if paid ​in a timely​ manner and will not incur any fees or penalties until after December 31, 2023. Motorists are eligible if they have a household income less than or equal to 300% of the 2022 Federal Poverty Guidelines or are currently enrolled in Utility Billing Relief. CTA LAUNCHES NEW BUS TRACKER WEBSITE
The Chicago Transit Authority announced a newly designed The updated Bus Tracker website provides estimated bus arrival times for 129 bus routes, and now provides customers with the following improvements:
  • A new, responsive website design allows the website to adapt to whatever device being used – from smartphones to desktop monitors.
  • New navigation gestures. Simply pinch to zoom in and zoom out on the map display for more detailed views and information.
  • Find stops near you using your phone's GPS (Global Positioning System); the site will remember what stops you've looked up previously, and also allow you to set favorites without requiring you to create an account.
  • Modernized mapping features for improved viewing of live buses across the city.
  • Behind the scenes, the modern codebase will help the CTA and their vendors iterate more quickly to improve tracking and prediction accuracy.

Our office hosted a virtual meeting to present the plans for protected bike lanes and in-lane bus boarding along Clark street from Irving Park and Montrose. You can find a recording of the presentation along with the improvement plan here. DEVELOPMENT & CONSTRUCTION UPDATES

REDEFINE THE DRIVE
Review the 2021 community meeting materials and the Lakeview proposed improvements handout (March 2022) for the latest information on Redefine the Drive. Comments on the project can be provided at any time to info@ndlsd.org. The project team will provide an e-update later this summer and will hold the next public meeting in tentatively Winter 2022/2023.
 
AFFORDABLE RENTAL UNITS IN NEW DEVELOPMENTS

4600 MARINE DR & NEW SARAH'S CIRCLE DEVELOPMENT

Ald. Cappleman is happy to report that permits are getting pulled for both the 4600 Marine Drive and the 4737 N Sheridan Sarah's Circle Development. Along with 8 affordable on-site units, the 4600 Marine Drive development's in-lieu fees funded $3.1 million to complete the financing needed to build Sarah's Circle's 28 units of affordable housing for women most at risk of experiencing homelessness. The proceeds from Weiss Hospital's sale of their underutilized parking lot will help with the funding of their programming that includes their state-of-the-art robotic surgery for knee replacements and their gender confirmation services.


4701 N. CLARK

Developer Platinum Homes is requesting a zoning change from B3-2 to B2-3 in order to construct a five-story residential building. The proposal would have 38 dwelling units (29 two-bedroom, 2 bath units and 9 two-bedroom, 1 bath units with parking for 21 vehicles and 62 bicycles. The Department of Planning and Development has not yet provided final approval for the design, and more feedback is needed from Clark Street Block Club and Uptown United before going forward. Because the proposal is under $10M, it will not go before the full 46th Ward Zoning & Development Committee. This development proposal is along Clark Street, which is currently undergoing a retail corridor study led by the Chicago Department of Planning and Development, which is why this department's input is also crucial. Click here for more information.

4642 N. MAGNOLIA
Developer Finan Development, Corp is requesting a zoning change from RS-3 to RT-4 in order to build a 6-unit residential building on a double lot. On July 14, Ald. Cappleman met with Magnolia-Malden Neighbors Block Club and the developer.  Ald. Cappleman is now waiting for a letter from the local block club leadership before he makes his final decision about this project. 

4555 N. DOVER 
The developer recently told Ald. Cappleman that he's very close to submitting a proposal for this site. Should a change in zoning be required, Ald. Cappleman will host a meeting with Dover Street Neighbors and the developer to discuss this proposal before a final decision is made.

CTA SAFETY UPDATES
Chicago Police provides law enforcement services on CTA through the department’s Public Transportation section as well as private security guards and a camera system in every bus, train car and station. Earlier this year, we announced that we were increasing deployment of Chicago police officers and more than doubling the number of security guards on our transit system. You can read more here about ongoing CTA safety efforts.

CATALYTIC CONVERTER THEFTS
In response to an increase in catalytic converter thefts, the CPD has released community information to spread awareness. You can click here to contact your local Police District.

OEMC LAKEFRONT/BEACH SAFETY
The Chicago Park District urges patrons to enjoy the beaches safely and responsibly and look for “No Swimming Allowed” signage that indicates that swimming is not sanctioned in that area. Visitors should consult the district’s website or social media platforms to ensure water conditions are safe for swimming before heading out to the beach and only enter the water when a lifeguard is on duty.
