Russian Defense Minister Sergey Shoygu visits Mongolia
On October 18, Minister of Defense of the Russian Federation Sergey Shoygu paid an official visit to Mongolia, at the invitation of Minister of Defense N. Enkhbold. The sides discussed the current state of Mongolia-Russia defense collaboration and signed a long-term program to develop military cooperation between their respective ministries. The program defines guidelines to strengthen armed forces management, military officers education, and research and humanitarian cooperation between Mongolia and Russia. Minister Shoygu paid courtesy calls on Speaker of Parliament M. Enkhbold and Prime Minister U. Khurelsukh.

Mineral license fee payment revenue to be directed to local budgets  
During its plenary session on October 18, Parliament voted to review a draft of the 2019 state budget and relevant draft resolutions and bills, and submitted them to Standing Committees for a first review. Within the 2019 fiscal policy framework, Cabinet plans to carry out public expenditure reform, by obliging local government administrations to pay the operational costs of schools, kindergartens, hospitals, and child organizations. It is also proposed that revenue from mineral license fee payments will be directed to local budgets beginning in January 2019.

Ulaanbaatar to digitize an information database for preschool students
According to plans for the digitization of public services included in the Mayor of Ulaanbaatar's 2016-2020 action plan, the city government has decided to digitize the information database for preschool and kindergarten students. The Information Technology Department of Ulaanbaatar is developing the Tsetserleg UB application, through which parents and guardians can review their child’s learning progress and meal menus.

President Kh. Battulga meets with Chancellor of Germany Angela Merkel
President Kh. Battulga held bilateral talks with Chancellor of the Federal Republic of Germany Angela Merkel, on the sidelines of the 12th ASEM Summit, which is being held from October 18 through 19, in Brussels, Belgium. During the meeting, President Kh. Battulga noted that cooperation projects discussed during the Chancellor’s visit to Mongolia in 2011 have stagnated, without yielding any tangible results. The sides also exchanged views on expanding bilateral relations.
