Letter from the E.D.
The Castro/Upper Market Community Benefit District has been very busy in the month of January. Community collaboration is the name of the game in February and moving forward. Working together with community groups, volunteers, merchants and others we can really make an impact and improve the neighborhood. Make sure you have the Castro Community Benefit District's  cleaning dispatch number on you at all times:
Call or text this number when you see a cleaning related problem in the CBD footprint.

- Graffiti Removal on Duboce Bikeway: The Castro CBD collaborated with the SF Bicycle Coalition to remove graffiti on the mural on the Duboce Bikeway. It was great fun and was repeated again on 2/4. Almost all the graffiti is removed!

- Pink Triangle Park & Memorial: The first permanent, free standing memorial in America to the thousands of persecuted LGBT people in Nazi Germany during the Holocaust (source), Pink Triangle Park & Memorial sits at the northwest intersection of Market & 17th and is a quiet reminder of the horror of the Holocaust. Thanks go to the volunteers who have taken care of this sacred place for 15+ years and to the Sister's of Perpetual Indulgence who regularly clean the space and replace the rose quartz. Built in 2001, it is now in need of some serious TLC. The Castro/Upper Market Community Benefit District will be working with stakeholders for the Park to submit a Community Challenge Grant to begin some of the more expensive upgrade work.  

In the mean time, volunteers interested in gardening and cleaning up Pink Triangle Park can do so.  Led by Master Gardener & Rosarian John Goldsmith, volunteers can show up at the Park on the 1st & 3rd Saturdays 9a - 1p to garden. We will provide the tools.

Harvey Milk Plaza Redesign

Castro CBD chairs the Friends of Harvey Milk Plaza, the local group spearheading the redesign of Harvey Milk Plaza. Friends of Harvey Milk Plaza hosted two community meetings to get community input for a redesigned Harvey Milk Plaza. Ideas brought forward include: art that inspires, design changes that encourage safety, create more usable space, move the stairs, art/design that promotes LGBT civil rights history. Castro CBD Funds Patrol Special Police to Supplement SFPD
Patrol Special Police regularly patrol the Castro & Upper Market, funded by the Castro CBD and local merchants, the Patrol Special supplement the work of the SFPD, and regularly work into the wee hours of the night. Reports for the Patrol Special Police can be found on the CBD's website at Security Services.

Besides being a positive presence as uniformed officers, Patrol Specials respond to a variety of incidents all night long. Some recent incidents reported include:
  • Called to a shoplifting in progress at a store on the 2100 block of Market St. Arrived and made contact with a very aggressive female who refused to leave. Called for SFPD assistance. A warrant check on the woman showed a $10,000 warrant. Suspect was taken into custody.
  • While at 18th & Castro, an intoxicated man fell, hit his head, the bleeding was uncontrollable. Administered first aid until the  SFFD arrived. Individual was transported to Davies Medical Center.
  • Responded to store on 18th St. for a store clerk fighting with a shoplifter. Arrived and detained the subject for the SFPD. A warrant check revealed subject had a $30,000 warrant. Subject was taken into custody.
  • Advised intoxicated male to pour out liquor. Subject was advised to use HOT team for a ride to sobering center.
Castro & Upper Market Retail Strategy
In January the Castro CBD hired Business Attraction Consultant, Jason Luger PhD, to spearhead the implementation phase of the Castro & Upper Market Retail Strategy. Jason is a local resident, teaches urban studies at local universities and has provided consultant services in urban revitalization, economic development and planning for neighborhood, city and regional governments in the USA and internationally, as well as in the private sector. The Retail Strategy will focus on:
  • filling vacancies particularly on Market from Noe to Church
  • pop-up businesses/art in vacant store fronts
  • marketing the district and broker education of the opportunities in the district
With so many new developments on Upper Market, including hundreds of new residential units, soon to be implemented pedestrian and streetscape improvements, the redesign of Harvey Milk Plaza, and the extension of the San Francisco bike share scheme further up Market, the area is ripe for a focus on economic development.

Highlights from the December report include:
  • 7,675 pounds of trash picked up in the month of December
  • 55 incidents of human hazardous waste cleaned
  • 97 incidents of graffiti removed
  • 64 dirty needles picked up
