Hosting New Legal Aid Clinic

Many families in Wallowa County struggle with serious challenges.  Sometimes families need legal services they cannot afford. Starting in June, Joseph United Methodist Church (JUMC) will utilize its new building (The Place) to house a monthly legal aid intake clinic.  This clinic will serve as the Wallowa County branch of the St Andrew Legal Clinic (SALC). Since 1979 SALC has served struggling Portland families by working to assist them with legal advocacy relative to divorce, separation, adoption, child custody, support, protection orders, guardianship, parenting time, and spousal support. The website for SALC is www.salcgroup.org  This website will soon list the SALC – Wallowa County as a new part of its operation.

Initial intake or evaluation meetings with family members will take place on the following dates at the church. Subsequent meetings with attorneys will take place in offices within the county, including the Enterprise courthouse.

On the following dates in 2016, between 4:00P and 8:00PM, people with family law issues will be able to have a confidential thirty-minute meeting with a SALC-trained lawyer at the new JUMC facility. Persons wanting to schedule a meeting on one of these nights can call the St Andrew Legal Clinic – Wallowa county at 541-215-4442. If no answer, leave a message. The calls will be returned. All discussions with the attorneys are confidential.  During the thirty-minute meeting the particular family law issue can be discussed and an assessment of the situation will be given at that time. Subsequent meetings will be scheduled as needed.
1)    June -- Monday 6/6/2016
2)    July – Tuesday 7/5/2016
3)    August – Monday 8/1/2016
4)    September – Tuesday 9/6/2016
5)    October – Monday 10/3/2016
6)    November – Monday 11/7/2016
7)    December – Monday 12/5/2016

Three JUMC members have volunteered to help the intake attorney on these days. By having three training support people, the meetings with the attorney(s) will be more efficient.  Training for these three support volunteers will be provided in advance of these scheduled intake dates.

No one with legal needs within the scope of services described above will be turned away. Families able to pay for such services will be charged at a very low rate with all proceeds going to support SALC in Portland and in Wallowa County. The lawyers proving the intake and actual legal services will not be compensated.

The local court staff and have offered their strong support as have local and distant lawyers.

Initially, this clinic will focus exclusively on family law issues and not take on cases outside this narrow scope.  Many cases will involve simply helping people through a self-help process involving completing a packet of forms available at the courthouse. This applies to short-term marriages without children, assets and debts. For more complicated cases requiring active legal representation, legal representation will be provided, even where trials are involved.

Adjustments to this effort will be made as those involved gain more experience and as the extent of the need is better understood.
