17 Apartments Rising at 11863 W. Jefferson Boulevard in Playa Vista

The project, which replaced a pair of smaller multifamily residential buildings completed in the late 1950s, calls for the construction of a four-story edifice which will feature 17 apartments on its upper floors and parking below. Plans call for a mix of two- and three-bedroom dwellings.

The 30-year fixed-rate mortgage continues to remain just shy of seven percent and is adversely impacting the housing market in the form of declining demand. Additionally, homebuilder confidence has dropped to half what it was just six months ago and construction, particularly single-family residential construction, continues to slow down.

Two Bright Spots in a Cooling Housing Market

Surging mortgage rates and uncertainty about the economy have put the housing market on ice. Mortgage purchase applications dropped Wednesday morning to their lowest level in 25 years and single-family housing starts will soon be down 20% on a year-over-year basis. Historically, a drop of more than 20% in single-family housing starts has meant pretty good odds for an overall recession.
Yet the US economy added 263,000 jobs in September. And while the labor market is somewhat cooler from earlier in the year, it’s a long way from anything that could be characterized as weak.

She Bought Her House as the Market Peaked. Now She Regrets It.

Christen Riggins had 30 days to move after her landlord’s management company told her they were selling the home she was renting with her three children. Unable to find an affordable rental in time — rents in Columbus, Georgia, were rising — Riggins ended up moving her family into a hotel, uncertain of what to do next. She had been preapproved for a mortgage about a year earlier at a rate near 3.5%, so she started to look more seriously at buying. “I said, ‘Well, if I'm gonna pay this rent, I might as well buy,’” she told BuzzFeed News. Like many people caught in the latest home buying rush, however, Riggins, who processes medical claims for work, was repeatedly outbid. Her agent said she would have to go above a home’s asking price if she wanted to close a deal.
