Statement to Members from the Board of Directors

The Board of Scouting Ireland / Gasóga Na hÉireann has considered what impact if any, the outcome of the Appeals Process carried out by the National Management Committee of the Association, would have on their membership of Scouting Ireland – Mr Christy McCann, Mr David Shalloo, Mr Ollie Kehoe and Ms Thérèse Bermingham. The outcome of the National Management Committee process was communicated to the membership of Scouting Ireland by the National Secretary on the 17th of December 2020.  This concluded the process in terms of the Association.
 
The Board, having considered this matter, informed the individuals of its decision on the 10th January last. In keeping with the tenets of fair procedures and natural justice, the Board provided each member concerned with a period of 21 days in which they could submit mitigation for consideration by the Board before a final decision regarding their membership was made. All correspondence and mitigation received by the Board were given full consideration. 

Today, the individuals concerned have been informed of the outcome of the Board’s deliberations with regard to each of their memberships. 
 
In the case of Mr Christy McCann, Mr David Shalloo and Mr Ollie Kehoe, the Board have found that there is evidence of Misconduct, as defined on page 5 of CCD04, Scouting Ireland’s Disciplinary Process, and have each been expelled from membership of Scouting Ireland/ Gasóga Na hÉireann.
 
In the case of Ms Thérèse Bermingham, it was also found that there was evidence of Misconduct, as defined on page 5 of CCD04, Scouting Ireland’s Disciplinary Process. In this case, Ms Bermingham is limited to working within her local Group as a Programme Scouter and may not hold any position within the organisation outside of her Scout Group for the period of two years.
 
The Board of Scouting Ireland / Gasóga Na hÉireann confirm that its decision in relation to this matter is final.
 
This brings to a close a long and difficult matter for Scouting Ireland, for all those concerned.  The impact that it has had on the organisation has been palpable over the past number of years and is recognised, as is the required healing now that the matter has concluded. Today, as we face new challenges such as living and scouting with the Covid 19 pandemic, we look forward to the trail ahead, focusing on supporting our young people and working together to continue to build a great organisation that we are all proud of.
