BULLETIN №28 National Committee of the Ukrainian Red Cross Society (URCS) March 2017
On 23rd of March in Balakliya, Kharkiv region, the evacuation of about 20 thousand people after explosions at arms depots began. A few hours later 11 members of emergency response team (ERT) of Kharkiv regional branch of the URSC on 3 cars went to place. On 24th of March staff and volunteers of the National Committee joint them. Members of ERTs evacuated shut-in people, provided first aid to the victims and participated in the delivery and distribution of humanitarian aid purchased by the URCS to meet the needs of evacuees. In general, affected people received about 7 tons of drinking water, 700 blankets, 1,050 kg of food for UAH 25 000, including instant food. Taking into account the difficult situation with the provision of medicines to inhabitants of this and surrounding area, the URCS sent 10,784 items of medicines of various pharmacological groups to the area. They include anti-inflammatory, sedative, antirheumatic medicines, drugs to normalize pressure and others. Rapid transfer of medicines was made thanks to the cooperation of the URCS with a non-profit organization arche noVa. In turn, the International Committee of the Red Cross (ICRC) facilitated the delivery to Kharkiv region. These drugs and medical products will be distributed among departments of Balakliya district center of primary medical social care located in locations where Balakliya evacuees were relocated and among villages situated in the zone of danger.

On 6-10th of March, during his visit to Ukraine, President of the ICRC Peter Maurer held high level talks with officials, including the President of Ukraine Petro Poroshenko and visited the conflict zone in east of Ukraine. Mr Maurer visited Kyiv, Donetsk, Luhansk, and locations on both sides of the line of contact where he had the opportunity to observe the impact of the continuing hostilities on the civilian population. On the first day of his visit, Mr. Maurer held a meeting with the leadership of the National Committee of the URCS. The ICRC’s operation in Ukraine is 8th largest worldwide in terms of budget, which indicates that the operations in our country is one of the priorities for the ICRC.
From the 20th of March till the 20th of April, under the slogan "Providing the essentials" the traditional Month of the Ukrainian Red Cross Society takes place. Its aim is to draw public attention to the problems of vulnerable populations - IDPs, lonely elderly disabled people, veterans of World War II and labor, the disabled, large and single-parent families, orphans, persons living with the HIV / AIDS or tuberculosis. Cash and in-kind aid that will go to branches of the URCS during the Month will be used to help poor people, orphanages and boarding schools for adults and children, to fill emergency stocks for victims of emergencies and to restore facilities for First Aid trainings.
On 13th -17th of March, the Ukrainian Red Cross Society was visited by the Austrian Red Cross delegation. The visit was made in order to coordinate efforts to launch a new project to provide medical care to the population of Luhansk region (in the areas controlled by Ukrainian government). The project includes two components - the activity of Mobile Medical Units and pharmaceutical voucher program. The program of the visit was intense and diverse. Before visiting the Luhansk region, the delegation participated in a meeting in Kyiv with the management of the URCS, the representatives of the International Federation of Red Cross and Red Crescent (IFRC) and the ICRC. During these meetings, and a meeting with the Ambassador of Austria to Ukraine the International Movement partners discussed the programs of assistance to the population of Luhansk region.
On the 23rd of March, at the "News museum" in the "Art Arsenal" in Kyiv a special training on First Aid for journalists was held. The instructors of the URCS described the basic rules of First Aid and trained media professionals to save lives. Event organizers offered the URCS hold such a training, taking into account the fact that journalism is in the top 10 of the most dangerous professions in the world. The media workers often find themselves in situations where it is essential to know how to stop bleeding, to carry out cardiopulmonary resuscitation etc. Such an information is currently very popular and useful for any journalist.
On 16th of March, the volunteers of Donetsk regional branch of the URCS provided the transfer of additional 8,000 liters of bottled water to residents of Avdeevka. Drinking water was donated to the URCS by its long-time partner - "Coca-Cola Hellenic Ukraine". Thanks to the ICRC the transportation of drinking water from Kramatorsk to Avdeevka was conducted.
On 22nd of March, the ERT of the National Committee of the URCS took part in the command and staff maneuvers of rescue services, which worked out flood relief in Kyiv. The purpose of the maneuvers was to test the action plan of government and civil defense forces in Kyiv in preparation for flood relief in the city. Moreover, during the maneuvers the readiness of government civil defense was determined and staff was given the opportunity to improve their skills and apply them in practice.
In mid-January of 2017 Dnipropetrovsk regional branch of the URCS received 432 trunks of clothing from the Finnish Red Cross. It is almost 13 tons and 45,075 pieces of clothing. Till mid-March the distribution and delivery of clothes to branches of the URCS was conducted: Donetsk branch received 174 trunks, Luhansk branch received 168 trunks and Dnepropetrovsk regional branch received 90 trunks. Regional branches of the URCS will distribute the clothing granted by the Finnish Red Cross among the most vulnerable populations.
On 16th of March, a humanitarian air cargo with immunological products (vaccines for measles) was delivered to the city of Uzhgorod, Transcarpathia region. The donor of vaccine is a state sanitary-epidemiological control of Budapest (Hungary). Consignee is Transcarpathia regional branch of the URCS. The cargo contains 5,000 doses of vaccine on the amount of HUF 8,505,000. According to the plan of distribution, the vaccines are transferred to the regional clinical infectious hospital for further regional distribution to do vaccination according to the National immunization schedule. 20,000 doses are expected soon.
