State Conference

The official deadline for the State Conference Registrations is Thursday, February 7, 2019, but if you need an extra day due to the severe weather last week, we will accept them on Friday, February 8, 2019 without any penalty.  Email forms to   
Payment deadline for State Conference registrations is Wednesday, February 20, 2019.  If your payment will arrive after Feb 20, you must submit the Payment Extension Form by Wednesday, February 6, to receive an extension.  No payment extensions will be granted if Payment Extension Form is not received by Feb 6.
Hotel Reservations – February 7, 2019 is the deadline for your housing lists, we can extend that until the 8th if that will help to make sure that your list is accurate. I will send the housing lists to the hotels that each chapter has been assigned on Monday, February 11, 2019. It is a time intensive process to fit all schools into hotels based on the reservation order, and for the hotels to input your housing to send you an invoice. Please do not call to find out where you have been placed. We will post the list later that week. Judges – Michigan DECA is in need of qualified business people to serve as judges at the State Conference.  Once you have recruited someone, please direct them to the webpage to sign up for their preferred time and area to judge:   Please do not sign someone up without receiving their commitment.
When you register judges for the conference on your registration form, there is no charge for Judges to attend the conference, unless you are using them to meet your minimum adult to student ratio; then they will need to stay the entire weekend with your chapter, pay the registration fee, and be registered as a Chaperone and not as a Judge.  Individuals registered as a Judge will receive a nametag when they check in for judging, but will not receive registration materials (lanyards, conference program, People Mover pass or meal vouchers.)
Tentative State Conference Program will be posted by February 8, 2019.
Student Event Orientation – Remember, all students are required to attend their Friday Event Orientation at the State Conference, where they will get their event schedule, and they will learn the procedures for Saturday’s competition.  We can only excuse students for an official school-related conflict.  The form can be found at
Online Testing for the State Conference
The online testing window for the State Conference will be February 20-27, 2019.  A new Proctor Registration Form is required to be submitted to our office, even if you are using the same Proctor as you did during the District Conference.  We strongly urge you to select two testing dates as early in the testing window as possible.  Several chapters were not able to test all their students during the District Conference window, due to school closings.  Any students that do not test online will not be able to attend the State Conference.  No testing may take place after February 27th.
Special Accommodations – A special needs form needs to be completed if a student requires a special accommodation by a student’s IEP.  The form can be found at    Even if you have previously filled one out for the District Conference, you will need to submit another one for the State Conference.

Written Events

We will use the Michigan Event Checklist when screening for penalty points for all events (except CAP and MAP, they have their own checklists).  Checklists can be found on the bottom of the Forms page:

Ethics Team Event Guidelines, Evaluation Form and Case Study has been posted to the bottom of the Forms page  The Ethics Team Event written component will not be uploaded to TurnItIn or submitted for the Written Event Screening.

STEP ONE – TurnItIn Submission
Complete instructions on the TurnItIn upload has been posted to the bottom of the Forms page
All written events (except the Chapter Awards Program and the Ethics Team Event) need to be uploaded to Michigan DECA’s TurnItIn class to be reviewed for plagiarism.  Projects must be submitted to Michigan DECA’s TurnItIn class starting on Wednesday, February 6, 2019, and before the hardcopy is turned in for the Written Event Screening at EMU on Saturday, February 16, 2019.  Failure to do so will be a penalty of 10 points and given 3 additional days to be submitted.  If not submitted by Wednesday, February 20, 2019 at Midnight, the entry will be disqualified.
A printout of the TurnItIn digital receipt MUST be included in the written project for Written Event Screening.  This page should be placed after the Written Statement of Assurances page, and does not get numbered or counted in the page count of the project.  Failure to include this digital receipt in the project is a 10 point penalty.
You will NOT be able to make changes to a project once it has been uploaded, so make sure your students have finished their final revisions before uploading the projects.  If a project is uploaded twice, your chapter will be invoiced a $25.00 fee.
TurnItIn Submission Requirements:
  • ONE DOCUMENT FILE per team or individual. Multiple documents for one project entry will NOT be accepted. For example, if you have a student’s Merit Award Project in several files, they will need to be combined into a single file before uploading. For team events, only one file may be uploaded per team - not per person on the team.
  • Do NOT test the projects by uploading them to another account prior to submitting them to Michigan DECA. Any projects that have been previously submitted will have a high plagiarism rating and could be disqualified.
  • Do NOT include the DECA Statement of Assurances page.
  • Make sure that you DO include the Title Page and Table of Contents. Do not worry if this increases the page count - we will not use the upload file to access penalty points. Also do not worry about page breaks. We are reviewing the project’s content, not the formatting.
  • Files must be less than 40 MB.  If you have a lot of high resolution photos in the project, you may want to delete them or save the file as a lower resolution before uploading.
  • You can upload files from your computer, a flash/thumb drive, Dropbox account or Google Drive account.
  • Do NOT submit any projects that have been scanned.  TurnItIn cannot read scanned pages.
  • TurnItIn accepts files in these formats: Microsoft Word, Excel, PowerPoint, WordPerfect, PostScript, PDF, HTML, RTF, OpenOffice (ODT), Hangul (HWP), Google Docs, and plain text.

STEP 2 – Hard Copy Submission for Written Event Screening
Written Event Screening will take place in Roosevelt Hall at Eastern Michigan University on Saturday, February 16, 2019.  If you are going to use a GPS/navigation app, use 698 W Forest Ave, Ypsilanti, MI  48197 as the street address.  A campus map and directions is included in the TurnItIn directions.
NEW FOR 2019:  Park in the Pease Hall Visitors Lot and retain the ticket you are given.  For Advisors that pre-register for the screening and request a parking pass, we will provide a validation ticket to use when you exit the parking lot.  If you do not pre-register, you will be responsible for your own parking charges, which are $1.50 per hour.  Machines accept cash and credit cards.  If you cancel your attendance after pre-registering for the screening, we will need to charge you $5.00 for your parking pass.
Michigan DECA Advisors’ Council established policy:  All written events (including the Chapter Awards Program, and Merit Awards Program) must be received by 10:00 a.m. on Saturday, February 16, 2019 for the written event screening. The Ethics Team Event will not be submitted to the Written Event Screening.  Events will not be accepted after 10:30 a.m.  Advisors are not allowed to make any corrections to the projects once they arrive, so please take a few minutes to be sure that they are complete before you arrive.  
Please follow these procedures if you plan to ship your written events:
  1. Use this address:  Michigan DECA/EMU, 208 King Hall, Ypsilanti, Michigan  48197 
  2. All shipped packages should be sent to be received by Wednesday, February 14, 2019.  Packages scheduled to be received after this date run the risk of not arriving on time, and not being able to be screened for competition. 
  3. We strongly recommend using UPS to send your packages.  They deliver directly to our office, and all packages can be tracked to see where they are in transit.
  4. All mail and packages sent by the postal service are sent to the EMU mailroom for sorting first, and do not get delivered to our office until the next business day. (Mail and packages that arrive on Friday will not be delivered to our office until Monday!)
  5. We do NOT receive ANY shipments or deliveries on Saturday, even if you have paid extra for this service with a carrier.
Also remember that the Written Event Statement of Assurances must be completely filled-in (typed) and inserted in the front of each entry.  Only students that have signed the Statement of Assurances Form will be allowed to compete in that event. Even if a student’s name is typed on the form, but they fail to sign it, they will not be allowed to compete in that event, and will be dropped.

Merit Awards Program
The MAP reporting form must be received by February 8, 2019, for students to be recognized for all completed levels.  Certificates will be mailed after the State Conference.  Link to the form is
The Business Growth Plan (EBG) requires proof of ownership.  All participants must be documented owners/operators of the business.  A parents’ business does not qualify. Examples of sufficient documentation of ownership include items that clearly list the name(s) of the owner(s)/operator(s) such as:
  • notarized affidavit of ownership
  • business licenses
  • certificates of insurance
  • tax filings
  • local business permits
 Examples of insufficient documentation of ownership include items that are less official such as:
  • webpages
  • business cards
  • promotional materials

Other Updates

State Officer Candidates photos have been posted to 
MDA Challenge - Michigan DECA is continuing its partnership with the Muscular Dystrophy Association this year through our annual MDA Challenge.  Last year, we were able to raise over $22,000 with 48 chapters reporting in to our office.  This year, the State Officers have set an ambitious goal of $35,000!!!  We challenge your chapter to make a difference.  If every chapter were to raise just a little, we can easily achieve this goal.  February 28, 2019 is the deadline to be recognized at the State Conference.

February 5, 2019 – Payment Deadline for State Conference Housing Rankings.  We will use the number of paid members in each chapter as of February 5, 2018 to determine the order within each district for hotel assignments. 
March 1, 2019 – Final membership deadline to be eligible to attend the International Conference.  All memberships must be submitted and paid by March 1, 2019.  Please take a few minutes to be sure that every student that paid membership fees or attended a DECA conference this year has had their memberships submitted to National DECA.  Membership additions and payment are due to National DECA Prior to March 1, 2019.

Gimmie 5! – Michigan DECA is challenging each chapter to recruit 5 more members than they had last year.   Each chapter that accepts this challenge will receive a Commemorative Plaque.  February 10, 2019 is the deadline to submit and pay memberships to receive this award.  Remember that professional and alumni members count towards this award and can be registered using DECA’s online membership system
