Guideline Consultation: Declaration of Location

The Department of Industry, Innovation and Science are pleased to invite comments on an update to the Offshore Petroleum: Declaration of a Location Guideline

The consultation is now open and submissions are welcome until Friday 4 November 2016.  The draft guideline and contact details can be accessed through the department’s consultation hub:

This guideline update is part of a broader process of reviewing existing offshore petroleum guidelines to ensure clear guidance to stakeholders.


NOPTA and NOPSEMA 2015 Operational Reviews: Implementation Progress Reports

The Implementation Progress Reports on the accepted recommendations of the 2015 Operational Reviews of NOPTA and NOPSEMA are now available on the Department's website. The Implementation Progress Reports detail the work carried out in progressing the accepted recommendations.

The Government Responses to the 2015 Operational Reviews of NOPTA and NOPSEMA included commitments to deliver Implementation Progress Reports to the responsible Commonwealth Minister by 31 August 2016.

 NOPSEMA Implementation Progress Report:


The Review considered the effectiveness of bringing about improvements in occupational health and safety, environmental management and well integrity. Implementation of the NOPSEMA Operational Review recommendations can be broadly categorised into: measures aimed at improving delivery of regulatory services; and policy and regulatory changes to deal with emerging technologies and other issues. As outlined in the Report, implementation of the majority of recommendations is ongoing in nature with an element of continuous improvement.  Consequently, completion dates are only provided where relevant.


NOPTA Implementation Progress Report:


The Review considered the effectiveness of the Titles Administrator in contributing to the efficiency of the decision making by the relevant Joint Authority. As outlined in the NOPTA Operational Review Implementation Progress Report, progress has been achieved across all agreed recommendations. Six items are complete, and five are in progress. Of the five items in progress, two require further consultation.
