Welcoming Scott Edson
as Executive Director

 
The Los Angeles Regional Interoperable Communications System (LA-RICS) Joint Powers Authority recently culminated a nationwide search for a new Executive Director by unanimously selecting Los Angeles County Sheriff’s Department (LASD) retired Chief Scott Edson.  Mr. Edson assumed his new role on March 26, 2017, replacing John Radeleff who has been serving as Interim Executive Director. 

Scott Edson’s involvement with LA-RICS dates back to 2008, when he was assigned as the Unit Commander for LASD’s Communications and Fleet Management Bureau. He continued his involvement through the years by serving on the Technology and Operations committees.
 
Mr. Edson has over 39 years of law enforcement experience with the Sheriff’s Department.  He served as Chief of LASD's Special Operations Division which includes Homeland Security, Counter-terrorism, Intelligence, SWAT, Air Operations, Crime Analysis, Information Sharing, Street Gang Investigations, Emergency Management, Crisis Negotiations, Arson and Explosives, and Mental Evaluation Teams.  Prior assignments include communications, technology, law enforcement information sharing, emergency management, investigations, patrol and custody. 

Scott Edson is an active member of the National Sheriffs' Association, International Association of Chiefs of Police, Major County Sheriffs' Association, Major Cities Chiefs Association, the Association of Public-Safety Communications Officials, and several others.  He is often called upon to represent these associations on various committees and working groups.  Mr. Edson is the Chair of the International Public Safety Association, Board of Directors (www.JoinIPSA.org). In 2016, he was presented with an award by the association for his leadership and passion for public safety.  
 
A graduate of the Department of Homeland Security Federal Law Enforcement Training Center, Homeland Security Leadership Academy, Scott Edson holds a Bachelor’s of Science degree in Information Technology Management and an Associate of Arts degree in Administration of Justice.  We welcome Mr. Edson and value his experience, leadership and what his many years of experience provide to the team!

A message from 
the Executive Director

 
I am honored to be your new Executive Director and look forward to continuing the momentum and progress set in motion by John Radeleff and the LA-RICS team over the past year.  Having spent the last 39 years at the Los Angeles County Sheriff’s Department, I retired last month for the sole purpose of accepting my new position as LA-RICS Executive Director. This role will allow me to continue my mission of serving the public and working towards providing a better quality of life. My vision for LA-RICS is centered around six goals I call the six “C’s” which drive our efforts everyday:  Construction to public safety grade and needs, superior Coverage, huge Capacity, increased Capabilities, Cost effective, and premier Customer service.

The Interim Executive Director John Radeleff has brought the LA-RICS project to a new level, setting an exemplary course for me to follow. It is my goal to continue the development of an interoperable communications system that benefits all of public safety in the region and the people whom we serve.

Interim Executive Director
 
Serving as the Interim Executive Director for the past year has been an extremely rewarding experience.  LA-RICS has made impressive strides in achieving its goal of interoperable and integrated voice and data communications.  We have achieved many significant goals in both funding and construction that now ensure the success of both the LMR and LTE systems.  

The LTE network is nearing completion and we are now actively “on-boarding” public safety agency users.  The LMR network has extensive construction in progress with eighteen new sites expected for completion by year’s end.  The recent Rose Parade deployment had more than 1,000 LMR and more than 100 LTE active LA-RICS users along the parade route alone.  The tide has changed and momentum continues to build for the successful completion of these state-of-the-art systems.  

Finally, I must add that the LA-RICS Board of Directors and the creative and enthusiastic project staff have been nothing short of amazing.  I would ask that you seek out any Board Member to gain a better understanding of the changes and successes that have taken place this past year.  It has been a pleasure and honor to serve as your LA-RICS Interim Executive Director.  I am so very pleased that Scott Edson has been selected as the permanent Executive Director and perfect choice to lead LA-RICS into its bright future.
