City Manager Update

Bon Air Bridge Update

On Wednesday, the City Council reviewed bids for the replacement of the structurally deficient Bon Air Bridge after the lowest bid received was $11.2 million higher than the Engineer’s Estimate. After considering all the issues associated with the bids, the Council chose to reject bids and directed staff to conduct further analysis of options and alternatives. During the meeting, there was discussion of whether the City should consider the option to close the bridge to traffic for 2 years. The Council expressed a strong desire to find an alternative that allows traffic on the bridge during construction.

The staff presentation included a thorough discussion of the constraints on the project, including environmental restrictions to accommodate habitats of the steelhead trout and clapper rail, as well as general challenges to building temporary trestles for traffic during construction. Staff anticipates bringing research on alternatives before the Council at a meeting later this year. A video of the presentation is available here. Fire Consolidation

Monday kicked off the public process relating to the Larkspur and Corte Madera Fire Department consolidation. The meeting included an overview of the different issues facing the consolidation, all of which staff believes are surmountable. Staff at both agencies are working towards a consolidated agency in 2017.

Joint Meeting of the Library Board and Parks & Rec Commission 

The Larkspur Library Board and the Parks and Recreation Commission are holding a special joint meeting on Tuesday, March 7th at 7:00 pm in Council Chambers. Agenda available here

Leaf Blower Ordinance

On Wednesday, the Council heard a first reading of an ordinance restricting leaf blower use in Larkspur. The ordinance bans gas-powered leaf blowers on residential properties. The ordinance will permit leaf blower use in residential areas between 9:00 am - 5:00 pm and between the hours of 7:00 am - 5:00 pm in other areas of the city. Leaf blower use on Saturdays will be allowed between the hours of 10:00 am - 4:00 pm on in all areas of the City. Use of leaf blowers will be prohibited on Sundays and Federal Holidays.
