INSPIRING PROJECTS OF NRN MEMBERS
   SUCCESSFUL PROJECT OF "DORNA" MOUNTAIN FARMERS' FEDERATION

According to the statistics presented within the National Rural Development Program (NRDP), more than 70% of Romania’s poor population is located in the rural areas. The lack of economic perspectives leads to a migration of labor force and decreases the chances of developing the rural areas in Romania.

Sheep are traditionally the most important animals in mountain areas farming, and the traditional production system is built around the fold – thus being used as shelter for sheep, milk processing unit and house for shepherds.
The amount of milk processed within a medium-sized fold is insufficient to justify a long-term economic profit.

This represented the starting point of a partnership between the Federation of Mountain Farmers "Dorna" (FAMD) and the Swiss Group for Mountain Areas (SAB) regarding the implementation of a successful project and becoming an example of good practices for farmers within mountain areas.
 
Through the “Agricultural sustainable models for the Romanian mountain area” project, financed by the Swiss government under the Swiss-Romanian Cooperation Program, FAMD contributes to the results and the dissemination of fold models and good practices, and  also to the implementing an efficient marketing system. Thus, contributing to the development of a standardization of milk/dairy products  from mountain folds within Romanian Carphatians.

In order to do this, FAMD started collecting dairy products, from Suceava and Harghita counties, which had been subjected to curing at FAMD headquarters in Vatra- Dornei, in a space  especially designed for such activities, for a period of 120 days.
During this time, were exchanged experiences and ideas, including about technological processes.
The first tasting of products subjected to technological processes, has been held within the Dorna Art festival organized in Vatra Dornei, Suceava, during 28-30 of July 2017 and gathered around 300 participants and tourists.



Shortly, dairy products  will be launched  under the "De la Munte"  („From the Mountain”)  brand-name, brand registered by FADM at the State Office for Inventions and Trademarks. Future actions involve registering a new brand „Produs Montan” (Mountain product) as collective brand.

  START FOR LEADER WORKING GROUPS

The Romanian Network Support Unit announces the start of LEADER Working Groups (LEADER WG). The LEADER Working Groups are going to be organized for a period of 2 years, summing up to 24 meetings of LEADER WG – each meeting with a period of 2 days and attended by representatives of LAGs, of the NSU, the Managing Authority and of the Paying Agency. Each meeting will gather 115 participants.

Within the meetings, the National Rural Network will facilitate the debating of subjects regarding the LEADER approach, followed by conclusions and recommendations for an  efficient implementing of the Local Development Strategies and balanced development of the rural areas.
The first serie of meetings, in September 2017, are going to be held in:
  • Botoşani: 19-20 September,
  • Constanţa: 21-22 September,
  • Cluj: 25-26 September
  •  Arad: 27-28 September.


ANALYSIS OF RURAL DEVELOPMENT FUNDS ATTRACTED

The minister of agriculture and rural development, Petre Daea, attended a work meeting with the central, regional and county management of the Paying Agency for Rural Investments (AFIR). Aside the minister were State Secretary Alexandru Potor and AFIR General Director Adrian Chesnoiu.

The event, held at Craiova, was the second of a serie of monthly meetings on the analysis of the National Rural Development Program’s implementation status and regarding the identification of solutions to the problems faced by the beneficiaries of NRDP funds.
 
This [meeting] is a very important mission. It offers us the context to identify clear measures for achieving the absorption target for August and further identifying this year’s perspectives. There is need for an efficient, maximum mobilization. This institution, AFIR is set-up to ensure the absorption of European funds. There is not another objective. We have established a working method, an analysis on each county and region.” – declared minister Daea.
 

  OVER 35.000 RDP 2014-2020 FINANCING CONTRACTS SIGNED

By the end august 2017, had been signed 35.247 financing contracts corresponding to NRDP 2014-2020 (including financing contracts from the transition between Programs), with a total amount of approximately 1,9 milliard Euro.

Since the launch of the Program and up to the now, for investment projects and compensatory payments, NRDP beneficiaries received funds of a total amount of over 1,56 milliard euro.
 

  CLARIFICATION ON GOOD AGRICULTURAL PRACTICES FOR FARM WASTE MANAGEMENT

Complying with the good agricultural practices regarding farm manure and livestock waste - according to the provisions of the Code of good agricultural practices (Annex to the Guidelines), requires that every applicant performing investments in the livestock sector, should calculate accordingly to the „Calculator – Good Agricultural Practices Code (Annex to the Applicant’s Guidelines) and foresee the storage capacity of farm manure/waste as well as maximum amount of fertilizers within the project.
 
The correct management of farm manure and other animal waste can be ensured either through individual storage systems, public storage systems,  or combined usage of the two systems according to the provisions of the Good Practices Code.
 
Furthermore, depending on the type of platform, namely temporary or permanent constructions (according to Law 50/1991 republished with subsequent amendments), the land used for manure storage can be either under the applicant’s propriety or certified within a document attesting the right to use.

  ONGOING PROGRAM FOR FRUIT&VEGETABLES IN SCHOOLS

The Program for schools
unites and continues the Program for encouragement of fruit and vegetables consumption in schools and Milk and croissant Program (implemented at national level), according to the European regulations starting with 2017-2018 school year, thus ensuring the participation of Romania to the EU Program for schools for 2017-2023, according to an ordinance approved in Government meeting on 18th of August 2017.

According to the European legislation, the Program for shoolshas two components:
  • distribution and consumption of fresh fruits and/or vegetables, milk and/or dairy products without powdered milk;
  • educational measures regarding the products.
The regulatory document foresees creating the national framework for implementing the  components and objectives of this program in Romania, will be applied by the Ministry of Agriculture and Rural Development, the Ministry of National Education and Ministry of Health.

   SECOND CALL FOR SUBMISSION OF PROJECTS FOR sM 8.1


The second call for submission of support requests on state aid scheme "Support for afforestation/creation of woodland " corresponding to submeasure 8.1 within NRDP 2014-2020, is planned to take place until the 6th of October 2017.

Potential beneficiaries are going to submit the Technical Projects of afforestation at the Forest Guard, with at least 10 days before the end of the submission period for the support requests at Agency for Payments and Intervention for Agriculture (APIA).

  EXTENDING THE CALL FOR SUBMISSION OF PROJECTS FOR sM 4.3 I
The call for submission of financing request for submeasure 4.3 I - Support for investments in infrastructure related to development, modernisation or adaptation of
agriculture and forestry- Irrigation infrastructure component, was extended until
30 September 2017.

The submission of financing requests is performed online on AFIR website -www.afir.info.
All those interested in submitting projects, can consult the Applicant's Guidelines and the corresponding annexes on AFIR website- "Investiții PNDR"  (NRDP Investments).

INTERNATIONAL EVENTS
   EXCHANGE OF EXPERIENCE FOR YOUNG FARMERS



The EU-China Young Farmers Program intends to reinforce EU-China cooperation in agriculture and rural development.
Deadline registrations: 10 September 2017.

It is a joint program organized by the European Union (DG AGRI and the EU Delegation in China) and the People’s Republic of China (Ministry of Agriculture).

Both the EU and China face similar challenges in the field of rural development and agriculture, such as diversity of agriculture, pedo-climatic regions, natural environment and cultural traditions, diversity of socio-economic status, rural population ageing, difference between urban and rural development etc.

Young Farmers will have to meet the following criteria:

  • Under the age of 40 years
  • Good knowledge of English
  • Availability for 2 weeks in November 2017 or June 2018
  • High level of experience and interest in sustainable agriculture
  • High level of interest in Chinese agriculture

  PUBLIC CONSULTATION ON IMPROVING FOOD SUPPLY CHAIN

From 16 August and until 17 November, you are invited to share your opinions regarding the food supply chain, by taking part in the following survey: http://bit.ly/2gLVNSJ
 
The survey comprises 15 questions, from unfair trading practices to market transparency.

The information gathered shall be used in an impact assessment process which can give rise to governance measures at the EU level such as regulations or recommendations.

  NEW ENRD WORKING GROUP: SMART VILLAGES

The ENRD Contact Point has launched the thematic work on the topic of ‘Smart Villages’, aimed at identifying ways of revitalizing rural services through digital and social innovation.

The thematic group will contribute to the “EU Action for Smart Villages” promoted by the European Commission. One of the main aims will be to explore how Rural Development Programs can best be used to support this aim through, for example, the measures for Basic Services and Village Renewal and LEADER/CLLD.

The first meeting of the Group is planned for the 26th October 2017 in Brussels.

NATIONAL EVENTS
  SĂLCIUA FAIR

On 10 august 2017, Sălciua village hall, in partnership with Munții Metaliferi, Trascău și Muntele Mare Local Action Group (LAG MMTMM), County Council and the Agency for Financing Rural Investments, organized the Sălciua Fair.

One of the fair's main attractions was the taurine exhibition, attended by local and neighboring breeders. The owners of best taurine were awarded by the organizers.

Also, an ethnographic exhibition with sale - at which were invited to participate craftsmen from the villages within the LAG, as well as an exposition with sale of agricultural machinery specific to mountain areas.

The financial support of the event was ensured through a project of the Local Action Group.

By participating as partners, LAG MMTMM and CRDC Alba increased the visibility of LEADER NRDP and NRN and established contacts with producers, breeders and persons interested in local development and accessing NRDP measures.
   ROMANIAN CRAFTMEN FAIR  - 12th  EDITION


The 12th edition of the Romanian Crafters' Fair started on 21st august, in  Târgu Jiu, and hosted specific folk works and craftsmen from almost 20 counties.
This year there were also news, there were craftsmen taking part for the first time. We have ceramists from Gorj, Vâlcea, Mehedinţi, Olt and Harghita. We have leather, wood, folklore clothing, rugs, paintings on glass, accessories and many more" declared Ion Cepoi, director of County Centre for Promoting and Preserving Traditional Culture Gorj - organizer of the event.
   THE WOOD CRAFTERS' FAIR - EDITION 22

The Wood-crafters' Fair from Horea, reachedthis year its 22 nd edition. The traditions and crafts of  horeni benefited from show, artists and visits to different tourist attractions in the area, as well as sport activities, during 26-27 august.

Each year, since 1995, the villagers promote their tradition in wood-crafting, crafts, and folk art objects, within the event, competitions and shows.
One such competition was "The best wood-crafter", during which the participants proved their skills.

CRDC Alba increased the visibility of LEADER NRDP and NRN and established contacts with producers, breeders and persons interested in local development and accessing NRDP measures.
