 FUNDS AVAILABLE FOR INTERSHIPS IN AGRICULTURE DEDICATED TO STUDENTS, THROUGH THE OPERATIONAL PROGRAMME HUMAN CAPITAL

Students of highschools with agricultural, fishery, veterinary and food industry profiles will benefit of learning internships at the working place, from European funds.
 
Thus 28.6 mil.Euro will be available through Human Capital Operational Programme (HCOP), to be accessed in partnership by the teaching units and enetrprises, including agri-food sector associative forms.

HCOP is managed by the Ministry of European Funds (MEF) who launched in public consultation, on the 15th of September 2016, the Guidelines for „Practical interships for pupils and students, within the agri-food, industry and services sector”. 
A selected project can receive between 75.000 and 500.000 euro, with a period of implementation of 24 months.
The amount allocated to the present call consists of more than 47.8 mil.euro.

 “EXPLORING THE CONTRIBUTION OF SMALL FARMS TO ACHIEVING FOOD SECURITY AND  IMPROVED NUTRITION” E-MAIL CONFERENCE
You are invited to participate in a moderated e-mail conference hosted by the Food and Agriculture Organization of the United Nations (FAO) from 10 to 23 October 2016 entitled “Exploring the contribution of  small farms to achieving food security and improved nutrition”.
 
FAO is hosting this e-mail conference as part of its contributions to an EU-funded Horizon 2020 research project on “Small Farms, Small Food Businesses and Sustainable Food Security” (SALSA).

 317 MILLION EURO AVAILABLE THROUGH NRDP 2014-2020 UNTIL CLOSING OF ANNUAL CALLS
For this year there are still available funds for family farms, processing of agricultural and fruit-growing products, development of small farms, small scale infrastructure, but also for producers’groups in agricultural and fruit-growing sectors .


 1.241 INVESTMENT PROJECTS  AMOUNTING OVER 213 MILLION EURO, SUBMITTED WITHIN SUBMEASURE 6.4


Nonrefundable funds allocated through submeasure 6.4 ”Support for investments in creation and development of non-agricultural activities”, corresponding to the annual call for 2016 have finished following the financing requests received by the Agency for Financing Rural Investments  (AFIR).
Since the opening of the calls for submissions on 28th of July 2016, were submitted 1.241 projects, for which were requested nonrefundable funds amounting over 213 million Euro.

 100 PROJECTS, AMOUNTING OVER 97 MILLION EURO,
     WITHIN SUBMEASURE 4.1


AFIR announces that the nonrefundable funds allocated through submeasure 4.1 „Support for investments in agricultural holdings”, livestock component, corresponding to the annual call for 2016, have finished following the financing requests received by the Agency.
Since the opening of the calls for submissions on 28th of April 2016, were submitted 100 projects, for which were requested nonrefundable funds amounting over 97 million Euro. 


 CONSULTATIVE APPLICANT’S GUIDE FOR SUBMEASURE 4.3 - FORESTRY ACCESS INFRASTRUCTURE COMPONENT

The consultative Applicant’s Guide for submeasure 4.3 “Support for investments in infrastructure related to development, modernisation or adaptation of agriculture and forestry” -  forestry access infrastructure component has been published on AFIR website.
INTERNATIONAL EVENTS
 MINISTER  ACHIM IRIMESCU PARTICIPATION AT PARIS  WORKING REUNION  REGARDING THE COMMON AGRICULTURAL POLICY
 
Following the invitation of the minister of agriculture, agri-food sector and forests of the French Republic, Stephane Le Foll, during 1-2 September 2016, minister Achim Irimescu participated at the working reunion regarding the role of the Common Agricultural Policy (CAP) in creating the European project.

The meeting was structured as plenary session and debate on three work groups on following topics: CAP in service of the common European project within the context of globalization, aspects at European level (within CAP) for a competitive, durable and flexible agriculture and its place in Europe.
The event was attended by ministers of agriculture from 20 member states.

 MINISTERIAL CONFERENCE REGARDING THE „LUMPY SKIN DISEASE IN EUROPE”
 
The Minister of Agriculture and Rural Development, Achim Irimescu, participated, during 8-9 September 2016, at Sofia (Bulgaria), at the ministerial conference on lumpy skin disease at bovine in Europe, organized by the Ministry of Agriculture and Food of Bulgaria and with the support of the European Commission.

 
The conference was attended by the EU Commissioner for Health and Food Safety, Vytenis Andriukaitis, ministers of agriculture from Austria, Albania, Bosnia&Herzegovina, Croatia, Cyprus, Czech Republic, Greece, Hungary, Israel, Moldavia, Montenegro, Romania, Serbia, Slovak Republic, Slovenia, Turkey and Ukraine, representantives of sanitary-veterinary authorities from participating countries, representatives of EFSA (European Food Safety Authority).
 
 INFORMAL MEETING OF  EU AGRICULTURE MINISTERS – AGRIFISH, IN BRATISLAVA

Minister of agriculture and rural development, Achim Irimescu, participated, on 13th September 2016, at the  informal AGRIFISH meeting, in Bratislava, Slovak Republic.The main objective of the reunion aimed the strengthening of the farmers' position in the food supply chain, the discussion panel being structured on three parts – organizing producers in agriculture and vertical cooperation on production chain, transparency of the market and correct distribution of profit margin within food chain and non-competitive business practices.

 

Within the meeting were discussed solutions to improve the agricultural policy, thus so the farmers could organize better in associative forms for a better relation with the retailers. Furthermore, were taken into discussion measures to be implemented at European levels regarding transparency within the entire production chain.
 
 OFFICIAL VISIT OF MINISTER ACHIM IRIMESCU TO IRAN



During 18-21 September 2016, a delegation led by minister of agriculture and rural development, Achim Irimescu, together with representatives of grain, seeds growers and sheep farmers from Romania, performed an official visit to Teheran (Iran), at the invitation of the Iranian homologue, Mahmoud Hajjati.
 
The visit follows minister Achim Irimescu strategy of increasing commercial exchange with countries from Middle East, preceded by a serie of official visits to Romania by ministers from Jordan, Kuweit, Qatar, Saudit Arabia or meetings with ambassadors of countries within the region - Turkey, Israel etc.
NATIONAL EVENTS
FESTIVAL OF THE ONION AT THE 9TH EDITION
On 3 September 2016, the minister of agriculture and rural development, Achim Irimescu, participated at the Festival of Onion, in  Pericei commune, Sălaj  county.

Within the 9th edition of Festival of Onion, Pericei, reunited the biggest number of persons passioned by ”bacon fried on stick and flatbread with dripped onion” and  Mangalitza pork lard!

Food is the only universal language not needing a translator and narrating with flavours, savours and colours the secrets of the kitchen it comes from. Rural food bears within the secrets discovered only recently by specialists: for a good and  healthy living, the local products, fresh and cooked according to ancient receipts represent the best choice!


PARTICIPATION OF MINISTER ACHIM IRIMESCU AT THE „REDUCING FOOD WASTE. VALUING FOOD!” CONFERENCE



On 27 September 2016, the minister of agriculture and rural development, Achim Irimescu,  participated, at the “Reducing food waste. Valuing food!” conference, organized by  „Facem România Bine” Association.
The purpose of the event was to debate the legislative proposals and action opportunities in public, private, and NGO sectors, within the production, supply and sale chains, in order to decrease food waste.
 
Minister Achim Irimescu mentioned that in 2013, within MARD was set up a working group with the purpose to decrease food waste at national level and support NGO inititiatives related to the topic. The group comprises over 25 public and private entities, respectively authorities, institutes and national organizations as mentioned within the National Action Plan for Decreasing Food Waste.
 
„Within the Sectorial Plan for Research – Development in Agriculture and Rural Development of the Ministry of Agriculture and Rural Development, for 2015-2018, we are carrying out a research project aiming food waste and the first outputs will be published in the first part of 2017. One important aspect is to also change our behavior as consumers: we have to be more responsible in choosing the products, read carefully the labels and validity periods, and also more moderate regarding food amounts we purchase” said minister Irimescu.

REGULATION ON GRANTING AID TO DECREASE MILK PRODUCTION



APIA informs on the publishing of the Regulation on granting aid to decrease milk production, established at an amount of 14 euro/100kg cow milk, with limit at a total decrease volume of milk delivery corresponding to an amount of 150 million Euro.
The eligible beneficiaries are milk producers who delivered milk to first-buyers in July 2016 and commit to decrease delivery of milk quantity for a period of 3 months  - decrease period, compared to the same period from the previous year – reference period.
 
The deadline terms for submitting aid requests, for the four decrease periods covering each 3 calendaristic months, are established as follows:
  • 21 September 2016, 13:00 o’clock, for the first decrease period; October, November, December 2016;
  • 12 october 2016, 13:00 o’clock, for the second decrease period: November and December 2016, as well as  January 2017;
  • 9 November 2016, 13:00 o’clock, for the third decrease period: December 2016, January and February 2017;
  • 7 December 2016, 13:00 o’clock, for the fourth decrease period: January, February and  March 2017.
The decrease for which aid is requested must be of minimum 1.500 kg and at least 50% of the amount delivered in the reference period.
In order to request the aid, the milk producers shall submit a request form to which will be annexed copies of the contracts with first-buyers, of financial documents attesting the deliveries for deliveries performed during the decrease period and during July 2016.

 
RNDR INFORMING ACTION AT VISCRI AND ALMA VII



During 20–21 September, at the invitation and under the patronage of ”Mihai Eminescu Trust” (MET) Foundation, the Managing Authority for the National Rural Development Programme (MA NRDP) within the Ministry of Agriculture and Rural Development (MARD) sustained, in Viscri - Brașov and Alma Vii  - Sibiu, two informing sessions regarding the financial support that rural communities can receive through the National Rural Development Programme 2014–2020.
On behalf of the MA NRDP participated Mihai Herciu, coordinator of National Rural Development Network - Romania (RNDR) and Valentin Tudorache, expert-coordinator within County Rural Development Centre Sibiu.
The debates benefited from the participation of prof. dr. Daniel Lang and PhD students from University Leuphana - Germany, and were attended by farmers and representatives of local authorities from rural communities of Viscri and Alma Vii.
The meetings were moderated by Mrs. Caroline Fernolend, director of MET for Romania and Mrs. Andra Milcu - expert.

The NRDP 2014-2020 presentations highlighted the support of small farms, especially developing agricultural and non-agricultural activities, as alternative forms of income.


Furthermore, the associative forms are the solution regarding the participation of small producers to an integrated cycle on production and direct sale, taking into account the concept of the Common Agricultural Policy – from pitchfork to fork – or better yet, from producer directly to the consumer, thus decreasing intermediates.
 CORN DAY 2016
The minister of agriculture and rural development, Achim Irimescu, participated at the 7th edition of  „Corn day”, event organized by the Association of  Corn producers of Romania, on  8 September 2016, in locality of Orezu, Ialomiţa  county.


This year, over 1.500 persons from within the county and nationwide were invited at Corn Day, thus beside the presentations of hybrids and newest models of equipments, also took place discussions about crop productivity and problems faced this agricultural year.  
 „The agricultural production of 2016 is a favourable one, despite the fact that it has been a dry year. We all wish Romania would become one of the EU most important corn producers. We hope that in the near future, in Romania will appear more viable commercial farms.”, declared Irimescu.


  ANNUAL ANIMAL FAIR  AT VAIDEENI
 
The minister of  agriculture and rural development, Achim Irimescu, participated on 14 September 2016, at the „Annual Animal Fair” in Vaideeni, Vâlcea county.
 
The event, who reunited associations of animal breeders from 10 counties, was organized by the city hall of Vaideeni commune, in collaboration with the National Federation of Sheep Breeders ROMOVIS, County Association of Ovine and Caprine – Păstorul (shepherd) Miorița Constanța, Association of Ovine, Caprine and Bovine Breeders – Ialomița and the Association of Ovine and Caprine Breeders Giurgiu.

 
The minister expressed his concerns on identifying solutions to attract young persons towards the Romanian villages, in such a manner that they could practice a job which could ensure them a good living.
Furthermore, Achim Irimescu mentioned that there should be campaign regarding ovine and caprine meat consumption.
 
  INTERNSHIP AT MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT AND SUBORDINATED INSTITUTIONS

On 12 September, the minister of agriculture and rural development, Achim Irimescu, had a meeting with MARD and subordinated institutions’ interns.

 
Furthermore, on 14 September, the general director of AFIR, David Eugen Popescu, also met with the students working within the Agency  through the internship of Romanian Government #InternshipGovRo2016.

The general director of AFIR highlighted the opening of the institution towards the internship  project and launched an invitation to the students:
"We would like to further collaborate with you and get you involved in the activity we perform.
Try and perform your own informing actions and we will be right beside you."


  PROTOCOL TO AVOID DOUBLE FINANCING OF PROJECTS
The Agency for Financing Rural Investments (AFIR), together with the Ministry of Agricultural and Rural Development, Ministry of Regional Development and Public Administration and the National Investments Company S.A., signed a protocol of collaboration to avoid the double financing of projects and ensuring complementarity within programmes, respectively the National Rural Development Programme – National Local Development Programme – National Social or Public Interest Construction Programme.
 


 „APULUM AGRARIA” FAIR AT ALBA IULIA



During 23-25 September, at Alba Iulia, took place the 25th edition of „Apulum Agraria” Fair. This year, approximately 160 farmers from Alba, but also from abroad presented their products, from fruits and vegetables to animals, traditional products and equipments.

Within the equipments and machinery sector were presented also equipments used in the past, as current ones.

The partners of this event were the County Associations of ovine and bovine breeders, Association of traditional, organic and homemade products’ producers, Țara Vinului (Land of Wine) association.
