  NEW EU BUDGET POST 2020
  

The European Commission published on the 2nd of May 2018 its proposal regarding the next EU budget post 2020. The Common Agricultural Policy will have a budget of €365 billion, and the Commission's proposals aim more simplification and flexibility thus more directed to results.
Compared to the previous programming period , the CAP budget is being cut by less than 5 per cent. 
The future EU budget will improve synergies between the EU Cohesion Policy and the Common Agricultural Policy to finance investment in nature and biodiversity.
Furthermore, a new crisis reserve will be created to address crises and support for risk management tools will need to be introduced in the strategic plans.

   CLARIFICATIONS REGARDING V.A.T FOR PROJECTS IN IRRIGATION INFRASTRUCTURE FINANCED UNDER NRDP 2014-2020



The Agency for Financing Rural Investments ( aka Paying Agency ) has published a series of clarifications regarding submission of investments projects on irrigation infrastructure by the Organizations of Users of Water for Irrigation through sM 4.3
Support for investments in infrastructure related to development, modernisation or adaptation of agriculture and forestry within NRDP 2014-2020.

   CLARIFICATIONS REGARDING CONSTRUCTION WORKS PERFORMED UNDER PROJECTS FOR THE DEVELOPMENT OF NON-AGRICULTURAL ACTIVITIES 



The Agency for Financing Rural Investments recently published clarifications regarding the implementing of investments projects regarding the development of non-agricultural activities in rural areas - financed through sM 6.2 - Business start-up aid for non-agricultural activities in rural areas of NRDP 2014-2020.

  LEGISLATIVE ADDITIONS REGARDING MANAGEMENT OF EUROPEAN FUNDS 

Within the Government's meeting on 18 April 2018, has been approved a Decree completing the Emergency Decree no. 49/2015 regarding the financial management of European funds corresponding to Common Agricultural Policy, Common Fishing and Maritime Affairs Policy at EU level, as well as funds allocated from the state budget for the programming period 2014-2020 and  for amending and completing certain regulatory documents regarding guarantees.

   1, 13 BILLION EURO THROUGH NRDP 2014-2020 FOR PROJECTS ON RURAL INFRASTRUCTURE MODERNISATION 

The Agency for Financing Rural Investments has reported having received up to 1.921 financing requests for projects aiming setting-up and modernisation of road, educational and social infrastructure in the rural areas, as well as regarding water and waste water, amounting 1.9 billion Euro.

INTERNATIONAL EVENTS
  BLED DECLARATION REGARDING SMART VILLAGES



On the 13th of April, at Bled - Slovenia la Bled - Slovenia, was signed the Declaration regarding smart villages .
The declaration follows the EU Action Plan on smart villages launched in 2017, aiming at objectives such as targeted local development, economic and social cohesion, renewable energy and smart farming - to name a few.

Smart Villages are all about PEOPLE: rural communities developing a strategy for local assets & aspirations; finding practical solutions to 21st Century challenges & making the most of new opportunities, including connectivityThanks to MEP Bogovic and MEP Szanyi, the European Parliament has allocated €3.3 million for a preparatory action which we will launch next year. Here the idea is to provide support for the development of 10 Smart Villages throughout the EU. - Commissioner Phil HOGAN

 "ENABLING FARMERS FOR THE DIGITAL AGE: THE ROLE OF AKISWORKSHOP

On  26-27 April 2018, Jurmala - Latvia hosted the Enabling farmers for the digital age: role of AKIS  workshop - organised by the European Commission in cooperation with the Latvian Rural Advisory and Training Centre - attended also by the representatives of the Romanian Managing Authority and National Rural Network .

The discussions within the event aimed subjects such as:
  • Innovative projects on facilitating the adoption of digital solutions;
  • Digital technologies, tools and practices ;
  • Farmers' needs in terms of digital technologies.
The information obtained during the event facilitated a better understanding of the farmers' needs in terms of digital technologies, or facilitating access to an improved implementation of sM 16.1/16.1a in order to respond better to farmers' digitization needs.

  EUROPEAN SEMINAR : FOSTERING INNOVATION - MEET THE CHALLENGES OF RURALITY





During 17-18 of May 2018, the Walloon Rural Network of Rural Development is organizing an European seminar regarding innovation in rural areas, entitled Fostering innovation - Meet the challenges of rurality. Registration deadline is on 9 May (so hurry up).

  OECD CONFERENCE ON INNOVATION IN RURAL AREAS - EDINBURGH

During  9-12 April 2018, Edinburgh – Scotland, hosted the 11th OECD Conference, event which aimed innovation in rural areas and means through which living conditions can be developed and improved in rural areas, disparities between rural and urban areas can be decreased, as well as facing other current challenges. 
The event was co-hosted by OECD,  the Scottish and UK Governments, the European Commission, working alongside ENRD Contact Point, Scottish Enterprise, Highlands & Islands Enterprise and Scotland Food & Drink and coordinated by the Scottish Rural Network Support Unit - gathered 442 participants from 27 Member States.

Within the event were presented the 10 key-factors of innovation in the rural areas, as well as the preparation of an integrated policy in order to apply the factors - mostly through creation of jobs, economic growth and providing services.

NATIONAL EVENTS
  LEADER WORK GROUP - TUȘNAD 17-18 APRIL 2018

During 17-18 April 2018, at Tușnad, was held the 11th LEADER Work Group meeting - event which gathered representatives of the LEADER units both within the Managing Authority and Paying Agency, as well as NRN representatives and of course Local Action Groups within the region.

The main theme of the event aimed social infrastructure under LEADER within NRDP 2014-2020 and complementarity with the Human Capital Operational Program 2014-2020 - axis 5, 5.2.
Furthermore, information was presented about 4 Focus Groups with LAG representatives regarding monitoring and evaluation activities of Local Development Strategies' implementation.  

  SALSA2020 CONFERENCE: WE WANT TO KNOW WHO FEEDS US


On 18 April, Hotel Radisson Blu Bucharest hosted the SALSA 2020: We want to know who feeds us! conference, organized by Highclere Consulting within the Small farms and businesses in agri-food and sustainable food security project - financed under Horizon 2020 Program.
The event gathered small farmers and agricultural producers, supply chain providers, representatives of hypermarkets,  of regional and central authorities and consumers' associations.

Within the event were analysed and debated the following themes:
  • role of small farmers and agri-businesses in ensuring food 
  • integrating small farmers and producers on the markets
  • improving production processes - more efficient 
  • understanding the roles of institutions who issue laws regarding the food system and food security.

The conclusions of the workshop aimed at:
  • need  of setting up cooperatives and producers' associations,
  • marketing;
  • education regarding the consumers' behavior, expectations and demand,
  • collaboration and networking between interested and active parties
  • communication, transparency and marketing
  • social media and content  – differentiated by local and origin marketing 

 AGRARIA FAIR - 24th EDITION


During 19-22 of April, at Jucu - Cluj county was held the 24th edition of Agraria Fair.
Within the fair was held the Future of High Nature Value farming in Romania conference, organized by USAMV Cluj-Napoca as part of the H2020 HNVLink project, in partnership with AgroTransilvania Cluster .
The event gathered farmers, researchers, policy makers, NGOs, consumers, mass-media, as well as EU - European Commission and national authorities representatives - and offered information regarding the Future Common Agricultural Policy and its impact on environment both in Romania and at EU level.



Also within the AGRARIA fair was held the workshop on Improving growth in mountain areas and another one on Mountain product - event attended by representatives of the Mountain Areas Agency - who also held a brief presentation regarding mountain area products and the steps to be followed by mountain farmers and producers.

 LEADER WORK GROUP - DROBETA TURNU-SEVERIN 24-25 APRIL 2018 

During 24-25 April 2018, at Drobeta Turnu-Severin - Mehedinti county took place the 12th meeting of the LEADER Work Group and the last one from the 1st series of events dedicated to LEADER.

The main theme, like the LEADER Work Group at Tușnad, aimed social infrastructure and complementarity with other programs regarding this aspect.
Furthermore, updates regarding Guidelines for sM 19.4 were presented during the meeting.

Also, like the previous meeting, the event comprised examples of good practices on the theme from 3 LAGs and talks regarding the problems faced and potential sollutions.
Participants are invited to share their feedback, ideas, examples and proposals of themes with the NSU team - by writing to rndr@madr.ro 

  SECTION DEDICATED TO EVENTS ORGANIZED BY LAGs


On the NRN website -  www.rndr.ro, LEADER section was created the susbsection LEADER Events - dedicated to promoting events organized by LAGs.

  LDS' EVALUATION ACTIONS

Starting from the obligation for Local Action Groups of performing evaluation/self-evaluation of Local Development Strategies, the Managing Authority has foreseen a series of activities in order to support the LAGs in their monitoring and evaluation activities, under the Development of evaluation and monitoring capacity for the personnel involved in implementing NRDP 2014-2020 project 

Thus, an analysis of the monitoring and evaluation at LAGs' level is currently carried , its objectives aiming among others, the level of understanding of LAGs regarding the LDS' s evaluation and their training needs.
Following the analysis, the themes will be addressed within training sessions dedicated to LAGs and planned for the months of June and September .
