    START TO FINANCING INVESTMENTS IN PROCESSING/MARKETING FOR 2017
 
The first submission call, for 2017, for submeasures 4.2 and 4.2a - Support for investments in processing/marketing of agricultural fruit-growing products, has been launched.
The call is being held from 10th July to 31st September, and submissions are done online on www.afir.info
In order to prepare the documents needed, future beneficiaries can consult the Guide - also published on the Agency's website mentioned above.

The call for submeasure 4.1a - Investments in fruit-growing holdings, is extended until 30 september 2017, 16:00 hours.

INTERNATIONAL EVENTS
  8th NRNs' MEETING
 
 ENRD Innovation Camp, Finland 2017

During 26-29 June, the representative of the Romanian National Rural Network participated at Jyväskylä – Finland, the 8th National Rural Networks' meeting.
The event, organized by the European Network for Rural Development together with the Finnish Rural Network had as objectives:
  • drafting new networking tools and methods;
  • identifying methods for achieving Cork 2.0 Declaration's objectives in Rural Development Programmes' delivery;
  • improving
  • improving the implementing of activities performed by NRNs
  • stimulating innovation as task of NRNs and connection with parts interested in rural development


The meeting was structured on 6 teams within which were analyzed and applied methods of improving and consolidating the activities of National Rural Networks, on thematics such as:
  • Rural proofing - impact of government policies on rural areas
  • Communication – promoting rural image and opportunities
  • Communication -  sharing expertise at European level;
  • Simplification - NRNs as drivers for simplification
  • Innovation  – increasing awareness
  • Innovation - communication and dissemination


The main objective of the six teams was both the exchange of expertise and ideas, as drafting methods of improving RDP delivery and consolidating teamwork between national rural networks.

  CONFERENCE ON FUTURE of CAP POST 2020

On the 7th of July took place the conference regarding the Common Agricultural Policy, within which were discussed the results of the public consultation regarding the future of CAP.

Thus, were presented and analyzed the answers given during the public consultation that ended on 2nd of May 2017. Among the issues mentioned, were: improving the sustainability of farms, highlighting the contribution of farmers and approaching the greening/environmental policy.

The recommendations and conclusions aimed at cooperation between farmers, civil society, NGOs and decision factors.

NATIONAL EVENTS
ON FIELD CONTROLS - CAMPAIGN FOR 2017


APIA (Agency of Payments and Intervention for Agriculture) started the controls on field for unique  payment requests sampled for field control - Campaign 2017.

Thus, during 1st of July - 1st of October 2017, APIA is performing on spot control for sampled unique payment claims, while the control regarding specific obligations during the winter or spring of next year.
 
The farmers selected for control have to:
- allow controllers access on farmland
-  show the information and documents connected to the control;
- delimitate the parcels, on the spot, in the case on the neighbouring parcel has been set up the same crop.
The farmer has to be present when he/she is selected for agri-environment control and crosscompliance.
  SUBMISSION OF PAYMENT REQUESTS FOR NATIONAL BEEKEEPING PROGRAM



Until 15th of August 2017, county and Bucharest centers of APIA receive payment requests corresponding to the National Beekeeping Program in 2017.

Beneficiaries of the Program are:
1. beekeepers
2. recognized agricultural cooperatives, only for beekeepers and beekeepers organizations.
   WORKING GROUP REGARDING ACCESSED  FUNDS


On 6th of July,the minister of Agriculture and Rural Development, Petre Daea, had a working group with central, regional and county AFRI (Agency for Financing Rural Investments). The purpose of the group was analyzing the implementation of NRDP 2014-2020 and identify problems coming up in the accession of European funds for agriculture and rural development.

 „This meeting allows us to have a dialogue with every county and find together the necessary solutions of accessing the available funds for agriculture and rural development and  for developing the Romanian villages. I can assure you of my whole support for solving the problems that might slow down the objecttives we have for this year.”, declared the minister of agriculture,Petre Daea.

Furthermore, was established that in the next period monthly meetings will take place regarding the status of NRDP implementation and in order to identify solutions to the problems signaled by each territory structure.

Aside minister Daea were State Secretary - Alexandru POTOR, Rural Development General Director - Florentina TUDOR and AFRI General Director - Adrian CHESNOIU.

   SUGGESTIONS AND SOLUTIONS REGARDING NRDP IMPLEMENTATION


At the moment, the problems signaled by beneficiaries during county meetings are analyzed by  AFRI and MARD and solutions are being searched.

Thus, was suggested that the payment of commissions established by Guarantee Funds at the issuing of bank guarantee letters, necessary to public beneficiaries at requesting/granting of advance, should be made monthly,  by installments, while the validity of bank guarantee letters should be according with the implementation duration of the investment.

Furthermore, solutions are being searched for projects on transition procedure between programs, and which won't be able to obtain certifications until the deadline for the last payment tranche, so they can be submitted during the monitoring of the project.

Following the series of meetings on the 13th July at Târgoviște and 14th July at Craiova, which were attended by State Secretary Alexandru POTOR and AFRI General Director Adrian CHESNOIU, were the situations signaled by beneficiaries of RDP were discussed and analysed.

   WORK MEETINGS WITH BENEFICIARIES OF RDP,  AT ALBA IULIA


MARD State Secretary, Alexandru POTOR and AFRI General Director Adrian - Ionuț CHESNOIU, participated on the 21st of July at the work meeting organized at  Alba Iulia.

The role of the meetings is identifying and analyzing the problems and issues of RDP beneficiaries and solving them in order to avoid future delays or procedural blocks.
 
The most important problems faced by beneficiaries aimed delays of public procurement procedures, difficulty in obtaining credit to co-finance investments financed through NRDP 2020, issuing of certifications, especially environmental, common problems and of various regions.

We've had a series of meetings on this subject, at Tulcea, Constanta, Craiova, Târgoviște and Satu-mAre. After each meeting, I can say that were recorded two types of results: either solutions on the spot, or the problems presented were sent to solving towards the technical units within MARD, AFRI or APIA, in order to analyze and assess the opportunity of adapting procedures or legislation” declared Alexandru POTOR.

It is very important to have a real exchange of information with our beneficiaries within these meetings, thus our decisions and simplification process would start to produce effects. We are interested to be our bneneficiaries' partners and try to solve the problems they face or at least signalise them to the Government ” declared AFRI General Director Adrian – Ionuț CHESNOIU.
  WORK MEETING AT SATU MARE WITH RDP BENEFICIARIES AND LOCAL PUBLIC AUTHORITIES


Among the problems discussed were the granting of credit needed for co-financing and public procurement periods.
 
The reason we're here today is to identify the real problems faced by beneficiaries in implementing the projects and finding solutions. The objective is to speed and increase the efficient implememting of European funds.” said  MARD State Secreatry  Alexandru POTOR.
 
Furthermore, the participants requested the reallocation of funds between submeasures (taking funds from less-popular submeasures and supplementing high interest submeasures whose funds have been already finished), aspect already brought to the attention of  MARD and undergoing solving.
 
Another comment aimed the simplification of granting advance to RDP public  beneficiaries and issuing bank guarantee letters.
    CASTRANOVA CULINARY FESTIVAL – 1st EDITION



On the 20th of July, Castranova (Dolj county), hosted the "CULINARY FESTIVAL" - which thematic comprised local gastronomy, traditional clothing and specific crafts, and was organized by Local Action Group Jiu-Romanati and SC AMARA SPA SRL.

Marin Nitu - representative of Teasc mayor's office - partner within LAG, mentioned that the festival is welcomed and contributes to promoting LAG  JIU ROMANATI territory, its Local Development Strategy and to involving inhabitants and especially young people in keeping and promoting traditions. The event was attended by 200 participants .
   DEMO TOUR 2017 -ARGEȘ COUNTY


On the 22nd July, Buzoiești hosted a demo tour for performing agricultural machineries, event attended by many farmers, representatives of MARD territory centres and other guests.
 
Furthermore, were presented innovations regarding soil works - high-lighting mellowing equipments without overturning the furrow.
The machineries are efficient given the buying price for large and medium farmers, but also for small farmers in producers' groups and cooperatives.

The event also comprised an applied demos, indicative measurements for work parameters.

   LAUNCH OF LOCAL DEVELOPMENT STRATEGY - ADA KALEH LAG



On the 7th of July was held the conference regarding the launch of LAG Ada Kaleh's Local Development Strateg (LDS).

Within the meeting were discussed the measures available within the LDS and the financial allocations on each measure and sub-measure.

The participants included representatives of the communes within the LAG, as well as of the Rural development General Directorate - within the territory- , Mehedinti County Office for Rural Development, Local council and local press.
