  THE NATIONAL RURAL DEVELOPMENT NETWORK (NRN) ROMANIA LAUNCHED A NEW INTERACTIVE PRESENTATION CLIP FOR MEASURES WITHIN NRDP 2014-2020
 

We are pleased to announce that in July NRN Romania has launched a new presentation regarding submeasure 6.1 - „Support for young farmers”.
The new interactive presentation aims to communicate in a more accessible language the conditions which have to be fulfilled by the potential beneficiaries in order to obtain maximum 50.000 Euro non-refundable support.

  The Ministry of Agriculture and Rural Development announces the launch of the first annual continuous call for projects on submeasures 9.1 and 9.1a within NRDP 2014-2020, during 12th of July -11th of October 2016.
 
The available funds on submeasure (sM) 9.1 - „Setting -up of producer groups in the agricultural sector” are of 4.900,000 Euro. For sM 9.1a „Setting -up of producer groups in the fruit-growing sector”, funds are of 2.200,000 Euro.

The submission of financing claims for submeasures 9.1 and 9.1a is performed on-line on www.afir.info , according to the Applicant’s Guideline provisions.

The applicant must fulfil the conformity and eligibility requirements mentioned within the Applicant’s Guidelines corresponding to the two submeasures.

THE ANNUAL PROGRESS REPORT FOR NRDP 2014-2020, 2014 – 2015 PERIOD, AVAILABLE ONLINE

According to the provisions of art.50 within Regulation (EU) no. 1303/2013 laying down common provisions on all ESI Funds corroborated with art. 75 of Regulation (EU) no. 1305/2013 on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) and repealing Council Regulation (EC) No 1698/2005, until 30th of June 2016 and until 30th of June of each year until 2014, each Member State shall submit to the Commission an annual report on implementation of the programme in the previous financial year.
The report presented in 2016 (RAI 2016) refers to years 2014 and 2015. The structure and design of annual implementation reports  are presented in Annex VII of  Regulation (EU) no. 808/2014 laying down rules for the application of Regulation (EU) No 1305/2013, while the report format is according to the  System for Fund Management (SFC 2014) established between the Commission and the Member States.

  The Decision Draft on financial management of NONREFUNDABLE EUROPEAN FUNDS corresponding to the Common Agricultural Policy, Common Fishery Policy and Integrated Maritime Policy at the level of the European Union, as well as of the funds allocated from the state budget for the programming period 2014-2020 and for amending and completing certain normative acts within guarantee field, it is now in public debate on the MARD site: http://goo.gl/vXxNtL

  The Agency for Payments and Intervention in Agriculture (APIA) HAS FINALISED, ON THE 5TH OF JULY, THE CAMPAIGN FOR SINGLE AREA PAYMENT SCHEME (SAPS) FOR 2016
Within the campaign for receiving SAPS for 2016 were registered 900.927 requests, with a declared surface for payment of 9.492.575,01 hectares.

Most SAPS were submitted in the following counties: Suceava (48,970 requests), Dolj (39,717 requests), Bihor (37,795 requests), Bistrița Năsăud (36,038 requests) and Maramureş (35,011 requests). The largest areas requesting payments are in the counties of Timiş (525.320,76 ha), Constanţa (486.817,71 ha), Teleorman (414.492,53ha), Dolj (406.349,69ha) and Călărași (370.437,22 ha).

The submission of SAPS, without applying penalties, took place until the 10th of June 2016, after this date, according to the amendment of regulation provisions and those of Go. Ordinance 3/2015, to be calculated the 1% penalties for each working day regarding the amounts to which the farmer would had been entitled to, if the SAPS request was to be submitted until the deadline date.

The requests submitted after the 5th of July are no longer accepted, case in which the farmer is no longer granted any payments or support for 2016.

Furthermore, the authorization of payments scheme for the National transitory Aid for livestock  - decoupled production scheme in meat sector, bovine (ANTZ 8) has started.
The total allocated threshold, according to Gov.Decision no.382/2016 it’s of  116.770,266 Euro. The calculated amount it’s of 97.4 euro/head. More details here: http://goo.gl/jm9G2U

FINANCING UNDER NRDP 2020 FOR PROJECTS DEDICATED TO THE PROCESSING OF AGRICULTURAL PRODUCTS


The Agency for Financing Rural Investements (AFRI)  is receiving until the 31st of October 2016, 16:00 hrs financing claims for investment projects within the processing of agricultural products through submeasure (sM) 4.2 „ Support for investments in processing/marketing of agricultural products” of National Rural Development Programme 2014 – 2020 (NRDP 2020).

The allocation corresponding to the submeasure for this year’s call of projects it’s of approximately 93.5 million Euro. The projects are being submitted on-line, on AFRI official page - www.afir.info . The minimum threshold it’s of 15 points and represents the limit under which no project can benefit from financing within submeasure 4.2.

The funds are addressed to investments aiming to set-up and/or modernize processing and marketing units, applying environmental protection measures, increasing jobs or promoting investments for producing and using renewable energy.

PROMOTION EVENTS OF ROMANIAN FOOD PRODUCTS IN BRUSSELS


Achim IRIMESCU, minister of Agriculture and Rural Development, attended on the 15th and 18th of July 2016, in Brussels – at the Permanent Representation of Romania to the European Union, two promotion events for Romanian food products.

Our country has a rich culinary tradition, excellent wines and recently registered products with Protected Designation of Origin (PDO)* and Protected Geographical Indication (PGI) ** that we wish to make known also at international level. In this sense, the events organized and held in Bruxelles aimed to promote the Romanian products among representatives of Permanent Representations and European Commission, as well as to Romanians working within European institutions.

„The Ministry of Agriculture and Rural Development  (MARD) assists the Permanent Representation of Romania to the European Union with experts who shall ensure the informative materials and the representative products from the producers who wish to get involve within this action. Our products have a great quality and must be known.
Furthermore, I like to encourage people to identify other products as well for which to apply for protection at European level”

  “CHANGING OUR MINDSETS - SEIZING OPPORTUNITIES IN THE GREEN ECONOMY” SEMINAR



On the 1st of July, at Bruxelles, has been held the ‘Changing our Mindsets - Seizing opportunities in the Green Economy’ seminar dedicated to implementing the green economy and complementarity with the Rural Development Programmes’.

The event concludes the activity for 2016 of the Thematic Working Group for Green Economy.
The Romanian National Rural Network attended the event through its Network Support Unit representatives. Within the parallel workshop 3, NRN Romania presented the project financed through NRDP 2007-2013 - Dairy farm with processing department and energy production unit from renewable sources in Dâmboviţa County, Nucet, Romania – submitted by SC BEST TEAM CONSULTING SRL.

The seminar brought together national and regional Managing Authorities (MAs), National Rural Networks (NRNs) and other stakeholders concerned with the implementation of RDPs to prioritise actions that can promote the transition to a Green Economy. It also highlighted the necessity of coherence between existing legal documents dedicated to green economy and indicators that should include, aside measures’ progress, aspects such as awareness and identifying potential opportunities and risks.

Furthermore, were presented successful projects corresponding to the green economy objectives - financed under NRDP 2007-2013 and LEADER following the inclusion of EERP criteria within Rural Development Programme, as well as challenges faced by farmers, respectively:

-   price instability,
-   situation of agricultural lands at European level and the efficient use of resources
-   agro-environmental measures,
-    decreasing  carbon dioxide emissions
-    use of renewable energy 
-    innovation, cooperation and CLLD strategies.

  FOOD INTERNATIONAL FORUM: WE INVEST IN THE FUTURE OF AGRICULTURE


The  Government of Romania, through the Ministry of Agriculture and Rural Development organized on the 8th of July 2016, together with Farm Europe the “Food International Forum”: “We invest in the future of agriculture”. The event was opened by Achim Irimescu, the minister of Agriculture and Rural Development, in the presence of the Romanian Prime-Minister, Dacian Cioloş.

The conference gathered representatives of agricultural ministries from European countries - Slovakia, Slovenia, Bulgaria, Lithuania and Italy, representatives of European institutions, of European Commission and European deputies – Farm Europe members – agricultural organisations, cooperatives and private agricultural units, financial institutions.
Within the event the participants had interventions and points of view exchanges on certain themes which envisage necessary investments for the development of agricultural sector at European level.

"Year 2016 represents the crucial moment for Europe to manage the investments efficiency in the food sector in order to ensure a sustainable economic growth in the perspective of launching debates related to future CAP. The current context, with all the changes brought by BREXIT, compels us to identify efficient solutions ensuring our farmers markets, opportunities and equal chances for development and attracting young people to agriculture.
Therefore, I am glad that we are part in this event and I am confident that today's debate will be milestones for the futures
„said minister Achim Irimescu.

New technologies, sustainable economic development and access to education contributes to increasing the number of jobs. Meanwhile rural areas face major challenges, such as price volatility and consumer trends, climate change, natural resources and the risk of urban transformation.

The Ministry of Agriculture and Rural Development, through National Rural Development Programme (RDP) supports both public and private investments. Of these, the investments which can be performed in the RDP aim to: modernization of agricultural holdings, increasing the adding value of agricultural and forestry products, support microenterprises in rural areas, rural tourism.

The support for these measures it is in the form of grants which can be up to 70 % , depending on the type and extent of the investment project and the measure accessed.
Among the eligible investments under RDP are producing biofuels, facilities and equipment for biomass plantations for biomass etc.


WORKING MEETING ON AMENDMENTS OF LAW 17/2014 REGULATORY MEASURES FOR - sale and purchase of agricultural land located outside town


5th of July - The meeting was attended by Minister Achim IRIMESCU and representatives of employers and workers in agriculture, as well as officials from the specialized departments of MARD.

The Working version of the draft amending Law 17/2014 was provided to the representatives of farmers, and the discussions focused mainly on the principles and objectives that have to follow the draft amendment to the law and, another meeting debating the articles and draft legislation to be held following the completion of materials and submission of proposals by the farmers.

“We need to develop a regulatory action to achieve our objectives, namely organizing land market in Romania, creating competitive farms, protecting national land resources by introducing well defined conditions, clarifying the right of first refusal, but in the same time, comply with the constitutional provisions and those specific to us within the Treaty of Accession to the European Union, "said minister Achim IRIMESCU at the meeting.


ROMANIAN BUSINESS LEADERS DELEGATION VISITS THE TERRITORY OF FĂGĂRAȘUL DE SUD-ȚINUTUL POSADELOR LAG

Association LAG Făgărașul de Sud-Ținutul Posadelor received on the  26th of  July 2016, the official delegation of ROMANIAN BUSINESS LEADERS (RBLS) representatives.

The meeting was held under the aegis of the ,,Antreprenoreşti – Adopt a Village " project initiated by RBLS, aimed to identify the development potential of the localities within the territory.

The LAG initiative team accompanied the RBLS delegation representative at the investment objectives financed through Leader Axis of RDP 2007-2013.

THE PAYMENT CLAIM FILE  OF the Agency of Payments and Interventions in Agriculture (APIA) HAS BEEN SIMPLIFIED ! -14th of July


The payment claim for 2016 has been significantly simplified, the file being now 9 times thinner than the one in  2015 for direct payments (APIA).

Among the simplifications performed we mention:
- Reducing the number of documents through which farmers prove using the land, now only the certificate issued by the town hall is requested, according to the farm registry;
- Single Payment applications are subjected to  APIA cross-compliance checks and following the preliminary findings, farmers have the right to amend the single application for payment without penalty;
- Access to flexible payment conditions for greening the farmers can:
Change the use of agricultural parcels in terms of vegetation covered areas by changing  location or the agricultural parcel mix of species of vegetation covered crops, without changing the percentage of areas covered by topsoil said, with APIA notification obligation;
- Remove  secondary crops through various mechanical methods and to extend the period of removing these crops in case of  unfavorable weather conditions the execution of the work, by notifying APIA.
 
To access the forms of support in animal husbandry:
- within the decoupled scheme for production at dairy cattle, the condition of registrating beneficiaries in the delivery system of milk quotas has been removed;
- the requirement to present  the  certificate issued by the veterinarian of free practice at the request of the National Help and Support Transient Coupled in Animal Science has been eliminated;
- the certificate of recognizing the status of breeder cattle / sheep / goat of the applicant, issued by an organization / association of breeders of cattle / sheep / goats has been eliminated.
- the requirement for animal identification within 20 days of birth , which removes subsidies from animal life has been eliminated.


  MINISTER ACHIM IRIMESCU ATTENDED THE FARMERS’ IN NORTH EAST OF ROMANIA ANNUAL MEETING, " CROP ARENA "


On the 14th of July was held one of the most important events farm type exhibition in northeastern Moldova, " Crop Arena ". The event brought together local farmers, representatives of local authorities (directors of DARD and APIA from six counties), the main topics discussed at the conference aiming: payments of subsidies for  Campaign of 2015 and analysis of schemes and conditions of payments for 2016, the reorganization of agricultural research, amending Law 17/2015 on land sales, the consequences of the adoption of Law 321/2009, the achievement.

Within "Crop Arena" has been held a debate on current topics, minister Achim IRIMESCU answering  the questions and presenting solutions to the farmers’ problems.

Minister Achim Irimescu also visited the AVITOP Targu - Frumos company –  integrated growth complex and poultry slaughterhouse, and also the "Agricola" Targu Frumos company - specialized in the cereals sector.


AT POLOVRAGI TOOK PLACE THE BIGGEST TRADITIONAL AND NONTRADITIONAL FAIR FROM OLTENIA AND IN THE COUNTRY.


 
The great holiday of Polovragi gathered thousands of participants. The traditional products fair, the largest in the country during this period opened its  gates around  St. Elias Day, during 16th-20th of July. Tourists across the country were in the area to visit the fair and the famous sights such as the Cave and the Monastery of Polovragi.

On St. Elias Day a parade folk costumes, dance and shepherd folk song was held.
County authorities participated in large numbers at Polovragi – the most important cultural event for Gorj county in July. This year, alongside local bands, folk groups from  Arges, Sibiu and Valcea counties were also present. The event was organized by the County Centre for Conservation and Promotion of Traditional Culture Gorj, Polovragi City Council and City Hall.
Gheorghe Epure the Mayor of Polovragi, said that nearly 400 retailers have requested space to sell goods.


  EUROPEAN REGULATIONS FOR THE BEEKEEPING SECTOR


The European Commission presented the Implementing Decision approving the Beekeeping national programs for the period 2017-2019.

The annual budget for Beekeeping Programs notified by the Member States has been increased to 36 million Euros and Romania benefits from an increase in the budget allocated 1.463,14  Euro for the whole apiculture program for the period 2017-2019.

The European Commission participates in the financing of program activities with 50% of those incurred by Romania accessed for each share, excluding VAT, and the financial support allocated for the period 2017-2019 is 21.508,480 Euros, compared to 20.04534  Euro allocated for 2014 -2016 follows:

- For the year 2017-7169494 Euro (3.584,747 euro EU budget / national budget EUR 3.584,747);
- For the year 2018-7169498 Euro (3.584,749 euro EU budget / national budget EUR 3.584,749);
- For the year 2019-7169488 Euro (3.584,744 euro EU budget / national budget EUR 3.584,744)

THE COUNCIL CONCLUSIONS FOR AGRICULTURE AND FISHERIES ( AGRIFISH ) REGARDING  FOOD WASTE AND FOOD LOSSES
 
The Council adopted conclusions on food losses and food waste. Every year nearly a third of all the food is lost or wasted. In its conclusions the Council sets out a series of initiatives to reduce waste and losses in the future. These measures include calls on Member States and the Commission to improve monitoring and data collection to better understand the problem, to focus on preventing food waste and losses and enhancing the use of biomass in future EU legislation, and to facilitate the donation of unsold food products to charities.
While the Council conclusions support the current EU initiatives, they also urge the Commission to extend the scope of its action to include food losses.
