  CALL FOR PROJECTS SUBMEASURES 6.1 and 6.3

Startig with 1st August and until 31st December 2018 is taking place  the call for projects corresponding to submeasures 6.1 Young farmers and 6.3 Developing small farms  - including the ITI Danube Delta area 
 GUIDELINES AND CALL OPEN FOR sM 1.2

Guide published and call now open for projects on submeasure 1.2 - support for demonstration activities and information actions, components information actions and demonstrative actions for farmers to benefit from support from Measure 11.
 SUBMISSION OF PROJECTS ON sM 3.1

During 2nd August and 31st December 2018 takes place the call for submission of projects for sM 3.1 Support for new participation in Quality Schemes of the National Rural Development Programe 2014-2020.
  CALL FOR SUBMISSION OF PROJECTS SM 19.3 - component A

Starting from 30th July and until 28th December 2018 is taking place the submission for projects on submeasure 19.3 - component A,  Preparation and implementation of Local Action Group co-operation activities.
Guide is posted on ministry's website.
   UPDATED REPORTS 

Updated reports on RDP measures have been recently posted on the Paying Agency's website - www.afir.info, Reports and lists section, namely selection, evaluation and litigation reports

INTERNATIONAL EVENTS
  CONSULTATIONS ON SMART VILLAGES' DEFINITION AND CASES

Until 31st August 2018 you can take part in two consultations on smart villages, namely on definition and case studies . Communities are expected to get involved especially as regards case studies.

  AGRIFISH COUNCIL OF 16 JULY 2018


Within the meeting of the AGRIFISH council, the presidency presented its work programme and priorities in the areas of agriculture and fisheries, the focus of which will be to ensure food security and the vitality of rural areas.

In the field of agriculture, the main priorities of the Austrian Presidency will be to make as much progress as possible in the negotiation of the proposal on the modernization and simplification of the Common Agricultural Policy (CAP) after 2020, and on improving the position of agricultural producers in the context of the Commission’s proposal on unfair trade practices.

Other priorities include: plant health, the vegetable protein strategy, bio-economy, veterinary and phytosanitary matters, as well as forestry.

  EXPERTS  FOR TWO NEW EIP AGRI FOCUS GROUPS

Deadline for applications: 10 September !
Experts wanted for following two Focus Groups:

First meetings of the Focus Groups will be held on:
  • Non-chemical weed management in arable cropping systems -21-22 November 2018,
  •  Pests and diseases of the olive tree - 15-16 January 2019

NATIONAL EVENTS
  NRDP REGIONAL CONFERENCES 

Starting with June, the Romanian Rural Network (RNDR) has began the Rural Development Programe's (RDP) Regional Conferences.
Thus, on 18th June 2018, at Piatra Neamț took place the 1st RDP Regional Conference, followed on the 9th July by the 2nd conference at Târgu Jiu.
The main topics aimed the generational renewal of farmers and the RDP submeasures supporting young farmers, association and cooperation, vocational training and LEADER , as well as aspects regarding the 2021-2027 programming period.

 TEXTILE MUSEUM OPENS IN ROMANIA

Nearly 12,000 pieces, textiles and tools, from nettle to the most delicate raw silk, carpets and traditional folkloric costumes welcome visitors in the Textile Museum the first museum of its kind in Romani,in Băiţa commune - Hunedoara county.

1,871 costumes, accessories and textiles presented in the museum represent an important donation from the Metropolitan Museum of Art where Mrs. Florica Zaharia has worked for 20 years as curator and conservator.

The museum is owned by Florica and Romulus Nicolae Zaharia and their daughter Ana Teodora Dragus.

  AWARDING OF SUSTAINABLE CITIES 2018

On 14th May 2018, the Embassy of France in Romania, the French Chamber of Commerce and Industry, the French Institute and Business France awarded the winners of the first edition of "Sustainable cities" contest - open to all communities, counties, municipalities, communes and dedicated to innovative innitiatives regarding sustainable development.
The winners of the 2018 edition are: 
-Prahova county - "Water, sewage and waste management" category; 
-Piatra Neamț county-"Urban mobility" category; 
-Seini (Maramureș)-"Energy efficiency" category;
-Alba-Iulia county-"Capitalization of buildings and rehabilitation of the heritage"category.
The awarding was performed at the Embassy of France, in the presence of  Her Excellency Ambassador Michèle Ramis, Ion CIMPEANU - Secretary of State within the Ministry of Environment, Ciprian ROȘCA - Secretary of State within the Ministry of Regional Development and Public Administration, and  Alexandru ALDEA-President of the jury and dean of Departament of Engineering in Foreign Languages within in PoliTehnica University in Bucharest

  SECOND RDP REGIONAL CONFERENCE 

On 9th July, Târgu Jiu hosted the second RDP Regional Conference - organized by the Romanian Rural Network. 
The main objectives of the conference addressed the promoting of the Rural Development Programe, informing the farmers, entrepreneurs and representatives of local public authorities within South -West Oltenia, regarding the submission of  projects under RDP.
The discussions within the event aimed aspects such as:
  • Accelerating the implementation process of RDP in order to ensure payments;
  • Focusing efforts on generational renewal, by facilities granted to young farmers for access to land, financing and knowledge;
  • Redefining lessfavoured areas at European  level;
  • Highlighting actual results of projects 
  • NRN support

  TODAY STUDENT, TOMORROW FARMER (GOOD PRACTICE EXAMPLE FOR SMART VILLAGES)

One of the projects received within the Rural Network's campaign for identifying smart villages good practices, is Today student, tomorrow farmer (Azi elev, mâine fermier). 
High-schools, especially those with agricultural and trade profiles, have an important community role for the development of small and medium-sized farms, as well as of agricultural enterprises.
Thus, the project aims to increase the opportunities for young farmers to integrate in agricultural market.
The project describes three educational components, such as study visits, relevant practice and promoting the school - which aim to support agricultural high-schools and help students to develop entrepreneurial skills and connect to agricultural market.

All these give high-schools the possibility to connect with community they belong to and attract motivated candidates and potential partners who can help the high-school become an active member of the community with a role even in economical development.
The project is implemented by Civitas Foundation for Civil Society - Cluj Napoca branch (
Fundația Civitas pentru Societatea Civilă,  Cluj-Napoca), financed by the Romanian-American Foundation  (Fundația Româno-Americana), in partenership with cu World Vision România (WWR), Junior Achievement Romania (JAR), the Center for Economic Education and Development (CEED), the Romanian Center for European Policies (CRPE), Trade school no.1 Salonta, „Emil Negrutiu” highschool  Turda, „Alexandru Borza” Agricultural Trade school - Ciumbrud, „Daniil Popovici Barcianu” Agricultural Highschool-Sibiu, „Traian Savulescu" Agricultural Highschool -Târgu Mureș, „Alexandru Borza” Agricultural Trade school-Geoagiu.

 LAGs' TRAINING SESSIONS

On 26-27 June were organised two training sessions dedicated to LAGs regarding evaluation and monitoring activities.
The two sessions are part of the wider Development of evaluation and monitoring capacity for the personnel involved in implementing NRDP 2014-2020 project implemented by the Managing Authority for RDP (presented in April edition of the newsletter) .
The sessions involved  a level of challenge given the LAGs' responsibilities in evaluating the implementation of Local Development Strategies and the connection with the evaluation at Program level.
 LIFE IN THE COUNTRYSIDE AND SMART VILLAGES

On the 9th July, at the invitation of Radio România Antena Satelor (Radio Romania Villages), the Romanian Rural Network by head of office Adrian Potorac, participated at the Viața la țară! (Life in the countryside) radio show, on the smart villages topic.

 FARMERS PROBLEMS DEBATED BY SALSA 2020

On the 11th July, at Cluj Napoca took place the meeting dedicated to farmers, organised within the Small farms and businesses in agri-food and sustainable food security project, financed by Horizon 2020. The event addressed specific issues, challenges and opportunities, and gathered representatives of small farmers, processors and distributors from the North of the country, Cluj and Bistrița-Năsăud counties.
A previous presentation of the project can be found in April's edition of our newsletter.

The main issues faced by the small farmers vary from seed, fertilizers purchase costs and logistics, to the lack of land register. infrastructure and outdated agricultural equipment and legislation.
The meeting held at Cluj was the last one from a series organized in the two regions of the projects: Giurgiu, Bucharest and Bistrița-Năsăud.

 UNITED VILLAGES OF ROMANIA

During 12-19 August, at Maramureș will take place the United Villages of Romania Festival - project capitalizing traditional culture!
Starting with 12 August you can participate at the Moș Pupăză Summer School, event organised in Valea Stejarului and within which you will have the ocassionto learn traditional crafts.
Also, during 18-19 August, at Săpânța will take place the Meeting of Villages - event which can be organised annually by a different Romanian rural community.

  TRANSFORMING MOUNTAIN AREAS WORKSHOP

On the 27 June, at the Ministry of Agriculture and Rural Development took place the Transforming of mountain areas of Romania workshop, event within which were debated the priorities for reform and investments for the development of Romanian mountain areas.
The discussions involved topics such as capitalization of the opportunities of mountain areas, increasing the quality of life with these areas, developing knowledge and skills, mountain tourism and agri-tourism, branding of mountain products.
Furthermore, the discussion also aimed current issues such as encouraging investments following the entering into force of the new law of the mountains and of the programes for the mountain areas.
The event was attended by experts of World Bank, representatives of the Ministry of Agriculture and Rural Development - MA NRDP, Mountain Areas Agency, Academy of Agricultural and Forestry Sciences, other ministries, professional associations of farmers , public administration and so on.

 DEMONSTRATIVE ACTION FOR FRUIT GROWING TECHNOLOGIES

In the commune of Corbi - Argeș county, the Grandpa's orchard family farm held the meeting of agricultural producers from hilly areas.
The event, organized on annual basis, included demonstrative activities and debates.
The development of a fruit-growing agri-business in a mountain area with an average altitude of over 650m was possible given the financing from LAG Făgărașul de Sud Ținutul Posadelor and with the technical assistance from the Faculty of Horticulture Faculty within USAMV Bucharest and professor Florin Stanica.
