  COMMISSIONER HOGAN'S WORK VISIT TO ROMANIA

During 12-14 September, the European Commissioner for Agriculture and Rural Development, Phil Hogan, performed a work visit to Romania, thus responding to the invitation addressed by the Romanian minister of agriculture and rural development, Petre Daea.
The visit comprised a bilateral meeting at the Ministry of Agriculture and visits on the field.
The subjects addressed during the meeting aimed the Common Agricultural Policy post 2020,taking the Presidency of the Council of the European Union on 1st January 2019, as well as the evolution of the African swine fever.

Also, during the meeting were signed the agreements between the European Investment Fund and the 4 selected banks in order to help farmers with their economic activities.
La finalul vizitei în România, comisarul european a făcut aprecieri cu privire la agricultura română:
Romania has the largest number of farmers across the European Union. We have many small farms here that need our attention, but although there are 3 million farmers in Romania, less than one million need subsidies from the Commission. The others think they are so small that they can not ask for loans.
We have to work in this direction to ensure that more and more of the small farms are involved not only in producing food for them but in producing food for the Romanians and helping to maintain the vitality and living conditions as long as possible good in rural areas
.
” - stated the Commissioner at the end of his visit.
  EVALUATION STUDY ON MOUNTAIN AREAS

In August 2018, MA NRDP  finalised the Mountain areas evaluation study  performed within the On-going evaluation of the National Rural Development Programme 2014-2020 during 2017-2020 period.

The overall objective of the study is evluating the relevance, efficiency and effectiveness of RDP interventions in mountain areas, but also the impact of the success or failure factors of the programme.
The evaluation study, in Romanian and English is published on MARD site www.madr.ro and NRN site- www.rndr.ro, Evaluation RDP section .

INTERNATIONAL EVENTS
ENRD THEMATIC GROUP ON BIOECONOMY

Starting on 9th of October, under the coordination of the European Network for Rural Development (ENRD), will kick off the works of the Thematic Work Group on Bioeconomy.

KIELCE INTERNATIONAL CONFERENCE ON COOPERATION PROJECTS AND RURAL DEVELOPMENT

During 19-22 September, Kielce – Poland, hosted the international conference on “Cooperation projects and rural development”, organized by the Świętokrzyskie LAG Network and the Polish National Rural Network.
The event gathered 115 representatives of LAGs from 11 EU Member States and contributed to creating the context for exchange of experiences rgarding the implementation of development projects in rural areas.
The conference included discussions on implementing projects in partnership, on themes such as improving the quality of life, promoting villages as places to live and work in, developing entrepreneurship and social - economical growth - based on local resources; including smart villages concept within cooperation projects.
Within the conference, representatives of LAGs from Finland, Portugal and Romania presented the current status on implementing cooperation projects.
The event had the support and participation of ENRD and allowed the context to finding partners for cooperation projects and exchange of experience.

SMART VILLAGES THEMATIC GROUP CONTINUES



Since 4th October, the series of Thematic Group Smart Villages meetings continues.
The topics proposed for this series aim how to design Smart Village strategies to effectively empower rural communities in different national contexts and provide a basis for the preparation of practical orientations for policy-makers.

NATIONAL EVENTS
  RDP REGIONAl CONFERENCE, SOUTH MUNTENIA

The 1st of October marked at Amara - Ialomita county, the 4th Regional Conference of RDP, South Muntenia Region. The main theme for discussions has been supporting and attracting youth to agriculture - one of the objectives of the new Common Agricultural Policy.
The agenda of the conference included subjects such as complementary financing under Rural Development Programme and Regional Operational Programme, supporting young farmers, advisory services and association, good practice projects - carried by RDP beneficiaries.
An element of novelty was brought by aspects referring to public procurement and financial instruments related to implementing projects financed by NRDP 2014-2020. 

The participants were ensured by the Secretary of State that the Ministry of Agriculture and Rural Development is making efforts to clarify aspects which slows the implementing of local development projects.

 11th  EDITION OF THE EUROPEAN MOUNTAIN CONVENTION - VATRA DORNEI

During 25-27 September 2018, Vatra Dornei hosted the the 11th edition of the European Mountain Convention , organized by Euromontana in collaboration  with the Agency for the Mountain Area (AZM).
The main theme of the convention was Cultural Heritage as an Engine for Creativity, Innovation and Socioeconomic
Development for the Future of Mountain areas,
and aimed the innovative means and methods through which cultural heritage can be used as resource, as well as increasing the attractivity for the mountain areas and developing new models of socio-economical growth.

Within the works held in the event, were also organized three parallel workshops aiming the exchange of good practices and a work group supporting sustainable agriculture and rural development as part of the Carpathian Convention.

The event was attended by over 250 persons from 20 European states with mountain areas.

 13th  MEETING OF THE LEADER WORK GROUP: SOCIAL INFRASTRUCTURE AND COOPERATION 

During 11-12 September 2018, at Craiova, took place the 13th meeting of the LEADER Work Group, dedicated to social infrastructure and cooperation-submeasure 19.3.
 
The subjects aimed the role of social infrastructure projects implemented under the Local Development Strategies, their development within the rural areas, opportunities of accessing complementary financing under Human Capital Operational Programme and clarifying aspects regarding the implementing of such projects.
 
The event benefited from the presence of  Elena SOLOMONESC-Secretary of State within the Ministry of Labour and Social Justice (MLSJ), Alexandru Potor - Secretary of State MARD, Adrian CHESNOIU- General Director AFIR, Carmen BOTEANU- Deputy General Director MA NRDP, as well as other representatives from within MARD, MLSJ and Paying Agencies.

 
Within the Work Group,  Gilort, Parâng and Calafat LAGs presented projects of cooperation and social infrastructure from both programming period. 
Furthermore, were set up work groups within which was performed a practical exercise on drafting cooperation projects.
The LEADER WG created the context for discussing issues faced by LAGs in implementing LDS, cooperation and social infrastructure projects.

3rd RDP REGIONAL CONFERENCE, BRĂILA
 
The need for generational renewal in agriculture, as well as the transfer of the agricultural activity were the main topics discussed during the 3rd Regional Conference for the NRDP, held at Brăila on 10 September 2018.
 
Within the event, Alexandru Potor – Secretary of State MARD declared that Romania proposes solutions in order to help young people set-up in rural areas.
Also, within the event were discussed the LEADER approach and the importance of LAGs as solution for a balanced territorial coverage regarding development funds for young people, small and medium farms. 

Daniel-Eugeniu Crunțeanu-Deputy General Director AFIR, declared that with the help of EAFRD funds under RDP, within South - East Region, led to 570 people in newly created jobs, financial support for 1,640 young farmers and 1,200 entrepreneurs with non-agricultural activities in rural areas,
Furthermore, RDP beneficiaries from the region presented their projects within the conference.

Alongside Alexandru Potor - Secretary of State within MARD, were Carmen Boteanu - Deputy General Director of MA RRDP, representatives of APIA, AFIR,  Alina Mihaela Toma, President - General Director of Romanian Rural Credit Guarantee Fund, Andra Vereș - Director of Guarantee within National Credit Guarantee fund for Small and Medium Enterprises, Luminița MIHAILOV – General Director Regional Development Agency South-East, Ilie PETRE – President of Intercommunity development Agency ITI Danube Delta.
