Message from the CEO
I have been here for one month now and have thoroughly enjoyed meeting and getting to know local people & business owners, attending the Strategic Community Plan Review Workshops (and my golf at Lakeview!).
 
The Shire has approved a Development Application lodged by CBH Ltd to expand permanent storage and handling infrastructure at the Dumbleyung terminal. The Dumbleyung Shire Council February 2021 approval includes conditions, particularly around road treatment works connecting the site. The value of the capital investment is around $8.2M. Local Government Ordinary Elections are scheduled for Saturday 16 October 2021.  Elections are held every two years for half of the Council, and candidates are elected using the first past-the-post voting system. The Shire of Dumbleyung will have four (4) vacancies with terms expiring in 2025. Prior to nominating all candidates must complete the online candidate induction https://www.dlgsc.wa.gov.au/local-government/local-governments/council-elections/local-government-candidate-induction  Official advertising will commence for council nominations on the 21 August 2021 as per section 4.47(1) of the Local Government Act and nominations packages will then be available. Nominations will open on Thursday 2 September 2021 and close on Thursday 9 September 2021. If the number of candidates is equal to the number of vacancies, the candidate is elected unopposed. If there are more candidates than vacancies, the election will proceed. Anyone interested in becoming a candidate is encouraged to speak with current Councilors or myself to gain further insights into what the role entails, or alternatively, attend a Council Meeting. This is a particularly important milestone election process for the Shire of Dumbleyung, as it represents the first time Wards are not being used (resulting from a Ward review process).
 A big thank you to Neil and Norma Bailey who have taken on the Management of the Dumbleyung Caravan Park as of 1 August and we wish them every success.
 The Shire has been without two key management positions for quite some time now, a Director of Corporate Services (formerly Manager of Finance) and Director of Infrastructure (formerly Manager of Works). Despite two extensive advertising recruitment processes, the Director of Infrastructure position remains vacant. It’s a very tight market. However, I am pleased to announce that Danika Allday has just been appointed as our new Director of Corporate Services to commence on 6 September 2021. Danika has excellent financial, accounting and commercial skills & experience having worked for both Deloitte’s and Mineral Resources Ltd. Kim Chua has been acting in this position for the past 6 months and we thank Kim for his support to the Shire during this period.

2021 Local Government Elections

 
Local Government Ordinary Elections are held on the third Saturday in October every two years. The next Ordinary Elections are scheduled for Saturday 16 October 2021.  Councilors are elected for terms of four years.  Elections are held every two years for half of the Council, and candidates are elected using the first-past-the-post voting system.
 
Following a decision at the November 2020 Council Meeting, the Shire of Dumbleyung Council submitted a proposal to the Local Government Advisory Board to move to a no ward system and reduce the number of elected members from the current 9 to 7.  The proposal was considered by the Advisory Board with Ministerial approval for the change granted and notice to this effect was published in the Government Gazette on 23 April 2021.
 
The no ward system and reduction in numbers from 9 to 7 will be implemented at the ordinary local government elections being held on 16 October 2021. The Shire of Dumbleyung will have four (4) vacancies with terms expiring in 2025.

Being a Council Member is a big commitment. This induction course has been developed to assist your understanding of what your obligations and commitments will be if you are elected and it is compulsory to complete this induction before you nominate.  The induction should take approximately 30 minutes to complete and at the end of the course you must complete the online registration to ensure that there is a record of your completion of the induction.  You will be asked to declare that you have completed the induction when you submit your candidate nomination form.  This induction can be completed at any time, it is advised that you print a copy of your email stating that you have completed the induction and attach it to your nomination.
 
Official advertising will commence for council nominations on the 21 August 2021 as per section 4.47(1) of the Local Government Act and nominations packages will then be available. Nominations will open on Thursday 2 September 2021 and close on Thursday 9 September 2021. 
 
If the number of candidates is equal to the number of vacancies, the candidate is elected unopposed. If there are more candidates than vacancies, the election will proceed.
 
In June 2019, changes to the Local Government Act 1995 were passed by Parliament which also requires all Council Members to undertake training within the first 12 months of being elected. The Council Member Essentials course consists of five foundation units which all Council Members are required to complete:
  • Understanding Local Government
  • Serving On Council
  • Meeting Procedures
  • Conflicts of Interest
  • Understanding of Financial Reports and Budgets  
Anyone interested in becoming a candidate is encouraged to speak with current Councillors to gain further insights into what the role entails, or alternatively, attend a Council Meeting.  The next meeting is scheduled for Thursday 19 August 2021 at 3.30pm to be held in the Shire of Dumbleyung Council Chambers.

CBH Development Application for the Dumbleyung Terminal
The Shire of Dumbleyung has approved a Development Application lodged by CBH Ltd to expand permanent storage and handling infrastructure at the Dumbleyung terminal. The Dumbleyung Shire Council February 2021 approval includes conditions, particularly around road treatment works connecting the site. The value of the capital investment is around $8.2M.
Dumbleyung Shire President, Julie Ramm said, ‘This has the potential to be a wonderful outcome for CBH, farmers and the local community. By committing to this upgrade in infrastructure, CBH has shown its willingness to maintain Dumbleyung as an integral logistics receival and storage site in the Wheatbelt’. 
In accordance with the Development Application, CBH needs to prepare costings for the road upgrades identified in their Traffic Impact Assessment report. The Shire eagerly awaits these to move forward with the development which must be substantially progressed within 2 years.
Shire President Ramm said, ‘Whilst Council are disappointed that the upgrades won’t be in place for this year’s early projection of a bumper crop, we look forward to continuing to work closely with CBH when they submit final design costings for the roadworks. The Shire also acknowledges CBH ‘s willingness to pay its fair share for the roadworks’. 
Agriculture remains a vitally important industry, employer, and generator of small business activity for the Dumbleyung Shire.

Small Business Lockdown Assistance grants
The grant program will provide $3,000 cash flow support to small businesses in industry sectors most impacted and will be made available to eligible small businesses across Perth, Peel and regional Western Australia.

Gravel roads within the Shire of Dumbleyung
With all the rain we have had recently please drive to the conditions on all gravel roads. Please use common sense and refrain from driving heavy vehicles and or machinery on the roads that are affected during this time. PLEASE DON'T IGNORE THE SIGNS, they are there for a very good reason. If you are unsure - seek an alternative route. Vehicles over 4.5t have been reported using these gravel roads, causing damage and risking the safety of other road users. Unauthorised use will result in fines and penalties.
Please check the Shire Facebook page and ensure you are registered for the SMS updates. If you have anything to report with any of the gravel roads you have travelled recently please call 9863 4012 or email enquiries@dumbleyung.wa.gov.au

Western Power wishes to inform that work will be carried out at the above address within the next 16 weeks. The work is expected to involve both the road reserve and the above-mentioned premises. Western Power or its contractor will advise you prior to commencement of work.
This notice is issued pursuant to the requirements of the Energy Operators (Powers) Act 1979. This Act entitles Western Power and its agents and contractors to enter both private and public land to carry out electrical and related works.

Dumbleyung Caravan Park under New Management
It is exciting for us to announce that as of 1 August 2021 the Dumbleyung Caravan Park, including the Bluebird Lodge will be managed by Neil and Norma Bailey.

Stubbs Park Grandstand Changerooms Update
There was a public walkthrough on Monday 26 July 2021 at 5.30pm of the newly renovated Stubbs Park Grandstand Changerooms which was well attended. 
While every project has it’s challenges, this project has been fortunate to see great problem solving by the trades during the build to achieve a better outcome. With less than six months to complete the demolition and rebuild of this facility, the Shire would like to thank all the local trades involved who stopped at nothing to meet the project deadline. 


Recycling in the Shire of Dumbleyung
Thanks to the suggestions from some of our wonderful community members, we are now a recycling point for Nespresso Pods and Batteries! 
Simply bring your recyclable pods and batteries into the Shire office and place them in their respective box. 
Remember, we are also a recycling point for Ink Cartridges and Mobile Phones.
Should you require shredded paper to make fire bricks or for pot plants please do not hesitate to grab a bag. This paper is not recyclable and will only go to landfill.
