Decisions from the Ordinary Meeting of Council held in Dumbleyung 20 May 2021.
  • Council established a Stubbs Park Development Advisory Committee comprising of the following members – Cr Ramm, Cr Knight, Cr Hasleby (Proxy), Mrs Carmen Bairstow, Mrs Pip Gooding, Mr Malcolm Roberts, Mrs Hanna Chiswell.
  • Council decided to consider the information and advice presented in relation to the South West Native Title Settlement and the associated implications and requirements for local governments, with a view to providing any comments to the Executive Officer of the Central Country Zone, to inform the item for the June 2021 Zone Meeting.
  • Council agreed in principal with entering into a new agreement with the Department of Transport and authorise the Chief Executive Officer to carry out negotiation and execution of the contract agreement for a period of five (5) years commencing from 1 July 2021.
  • The Bushfire Advisory Committee recommendation “That Harvest Bans over the Christmas be amended to commence 3pm Christmas Eve and conclude midnight Boxing Day” was deferred for consideration at the Ordinary Meeting of Council on 17 June 2021, to seek further clarification from the Chief Fire Control Officer.
  • The  Chief  Executive  Officer  is  to  investigate  the  possibility  of  getting  a  300,000  litre  water  tank installed at or near the Kukerin Golf  Club (Kukerin South) for emergency services usage only.
  • Council adopted the annual Firebreak Notice including the requirement to install firebreaks and that Council continue with the annual inspection by air and/or ground and follow up any non-compliance as soon  as  possible  after  1  November  2021  and  that  Council  take  remedial  action  with  costs  levied  and charged to the landowner.
  • Council resolved that the Shire of Dumbleyung receive the internal investigation of the previous years WANDRRA shortfalls. It is acknowledged that the Shire, not Core Business, had made claims against costs, some of which were ineligible and that the Shire of Dumbleyung is to issue an apology to Core Business for any misperceptions it may have had about Core’s involvement in attempting to recover those costs.
  • In the 2021/2022 Bain Estate Future Fund, Council funded the:
    • Lake View Golf Club’s application to install heating, hit up net and a mower totalling $25,163.62.
    • umbleyung Tennis Club’s application for a replacement mower totalling $5,484.00.
    • umbleyung Mens Shed’s application for an extension to their meeting area and disabled access totalling $7,930.22.
    • Increase to the contribution to St John Ambulance for First Aid training to $3,200.00 per year.
  • Council made the following amendments to the Bain Estate Future Fund 2022/2023 Guidelines and Application form:
    • Applications to close 3rd Friday in March each year.
    • Applicants MUST also show evidence that you have applied for, or have made a reasonable attempt to find grant funding elsewhere prior to applying to the Bain Estate Future Fund.
    • Applicants MUST be available to attend the April Information Session held in Kukerin, to present their project and answer any questions.
    • Provide two (2) written quotes for each type / material / contract /section of your project –minimum of one (1) local quote for each type / material / contract /section of your project.
Contract Director of Infrastructure
 
The Shire recently advertised for someone to fill the role of Director of Infrastructure which is the Manager of Works re-titled. Position descriptions are available on Council’s website. This position became available when David Gyford decided to retire from the role. This advertised position has been extended until Friday 25 June 2021.
In the meantime, we have been able to secure the services of Mr Alister Butcher as a consultant giving advice and judgements where required. Alister is a previous employee with the Shire so he knows the district and we are extremely grateful for his assistance. He, too, recently resigned from a similar position with the Shire of Gingin and we have been fortunate to gain his services.

Stubbs Park Development Update
At the April Ordinary Council Meeting for the Shire of Dumbleyung, Council agreed to engage consultant Mark Weller from Core Business to deliver a full service approach for the Stubbs Park Development project. The recommendation was initiated by the Stubbs Park Board of Management (SPBM) who also provided financial assistance towards the consultant costs. This will include the preparation of a needs assessment/feasibility study, grant applications and supporting documentation.
At the May Ordinary Council Meeting, Council established a Stubbs Park Development Advisory Committee with the following Council and SPBM members:
  • Cr Amy Knight (Chairperson)
  • Cr Julie Ramm
  • Carmen Bairstow
  • Pip Gooding
  • Malcolm Roberts
  • Hanna Chiswell
The committee held their first meeting on 1 June 2021 with Mark Weller from Core Business and Julie de Jong from H&H Architects to discuss the project history, project aims and needs, design input and future community engagement. They also toured the existing Stubbs Park facilities.
Core Business will host the first community information and engagement session on Friday 25 June 2021 at the Stubbs Park Pavilion from 5.00pm – 7.00pm with concept drafts from H&H Architects. All are welcome and encouraged to attend.

Strategic Community Plan Review - Shire of Dumbleyung

The Shire of Dumbleyung is undertaking a review of the Strategic Community Plan 2018-2028.

The Strategic Community Plan provides a long term (10+ years) plan for the Shire, expressing the vision, aspirations and priorities of our community. It is the Shire’s principal strategy document, influencing all other planning and decision making for the Shire of Dumbleyung.

As an essential part of this review, we are asking all community members to have their say and to contribute to the future planning of the Shire of Dumbleyung.
You are invited to have your say by:
  • Completing the online Have Your Say survey at dumbleyung.wa.gov.au
  • Submitting the printed survey, available from the Shire Administration Offices

Discontinuance of Ward System and Reduction of Council Numbers
Following a decision at the November 2020 Council Meeting, the Shire of Dumbleyung Council submitted a proposal to the Local Government Advisory Board to move to a no ward system and reduce the number of elected members from the current 9 to 7.
The proposal was considered by the Advisory Board with Ministerial approval for the change granted and notice to this effect was published in the Government Gazette on 23 April 2021.
The no ward system and reduction in numbers from 9 to 7 will be implemented at the ordinary local government elections being held in October 2021.

Thanks to the suggestions from some of our wonderful community members, we are now a recycling point for Nespresso Pods and Batteries! 
Simply bring your recyclable pods and batteries into the Shire office and place them in their respective box. 
Remember, we are also a recycling point for Ink Cartridges and Mobile Phones 
Fundraising Opportunity – Catering for Council Meetings
Community/ Sporting Groups or Individuals are invited to put their names forward for catering for one or more of the 2021 Council Meetings.  (If we have a large number of responses then it may mean that some groups/individuals may only be able to cater once and dates are awarded on first in best dressed.)  Caterers are asked to provide a main course and dessert for a minimum of 10 people and are paid $32 per head for February through to November.  The December Christmas Dinner can be up to $40 per head depending on the menu and expressions of interest are sought for this closer to the date.  If you are looking for a little extra income then this is a simple and easy opportunity for local groups to raise funds.
We require caterers for the following meetings; 19 August 2021, 21 October 2021.
