The Administration Updates Timeline for NEPA and Clean Water Rollbacks

In November, the Administration released its Fall 2019 Unified Agenda of Regulatory and Deregulatory Actions and updated timelines for its deregulatory rulemakings, including for the following water-related rules to roll back critical Clean Water Act protections and National Environmental Policy Act (NEPA) implementing regulations:

Water Resources Development Act Hearing & Update

Congress is now working on the next Water Resources Development Act (WRDA), the bill that authorizes projects and policy changes for the Corps of Engineers. The Senate is actively writing its WRDA bill and we expect the House to start working on the bill in earnest in January.

Federal Funding Extended to December 20

In November, Congress passed a Continuing Resolution (Public Law 116-69) - for the second time this year - to extend funding for the federal government through December 20, making that the new deadline for Congress to avoid a government shutdown by passing twelve bills to fund federal agencies for Fiscal Year 2020. The Continuing Resolution also extends the National Flood Insurance Program through December 20. Top appropriators in the House and Senate have agreed on top-line funding levels for the appropriations bills. Those levels are not yet publicly available.

The Corps of Engineers will hold webinars on its Revolutionize U.S. Army Corps of Engineers Civil Works initiative on December 5 and 19 at 2:00 PM EST/1:00 PM CT on each day. Click here to join the webinars and click here for a form to submit written feedback to the Corps.
