Measuring Nursing Home Quality: What Happened to the Lessons of Our Fathers? Donabedian and Others?

In Quality Assurance 101 we learned about Donabedian's classic three-pronged assessment framework for evaluating and monitoring health care delivery, structure, process, and outcome.
Such as Policies and Procedures in place, adequacy of supplies

 
Such as Diagnostic Procedure turn-around-time

 
Such as the Patient’s recuperation, Hospital discharge to home


 
While all these factors need to be considered, each have strengths and shortcomings.

The integrating of all three - structure, process, outcome - would be best.
 
And what about concerns for self-selection bias?
 
IN SUMMARY, Are we currently providing long-term care consumers and their advocates all the valid and reliable data they need to make informed decisions regarding the selection of services?
