A Call For Leadership

To Make a Difference
 To Impact on Public Health, the Aged and their Families


 

 
We are calling for an independent research team (The project may also be suitable for graduate student dissertation and/ or support from a foundation) to:

I. Oversee/design/ direct and support scientific study to consider the following research questions:
  1. How do consumers perceive CMS 5 Star Rated Facilities?
  2. Does it align with the intended measure of the scale?
  3. Are consumers interpretations different from the intended measure?
  4. Does the consumer experience corroborate with expectations inferred by the scale?
 
Test these hypotheses:
  1. Consumers perceive 5 Star rated facilities to be excellent models of nursing home care.
  2. Nursing homes awarded the CMS 5 Star rating deliver outstanding care.
  3. The CMS 5 Star ranking of nursing homes is a valid scale to assist consumers identify facilities  providing excellent service.
  4. The 5 Star rating scale encourages nursing homes to improve their services.
  5. The federal government should assist facilities in marketing their services as CMS 5 Star rated though they do not necessarily meet community norms of upscale service delivery.

 II. Methodology - To include

                 Interviewing families entering and leaving facilities
                 with the 5 Star rating.

III. Disseminate the results of the study.

IV. Advocate for change of the rating scale if indicated.
V. Affect public health policy change

CMS HAS RESPONDED FAVORABLY TO SCIENTIFIC RESEARCH FINDINGS.
 
A team of investigators from Florida Atlantic University and the University of Connecticut published their study in October, 2017. Entitled Winning at All Costs: Analysis of Inflation in Nursing Homes’ Rating System  (links below), the researchers analyzed data from over 1200 nursing homes in California. “We argue that the rating system is prone to inflation in self‐reported measures, which leads to biased and misleading ratings.”
 
AS A RESULT THE REPORT
CMS NO LONGER RELIES ON SELF-ASSESSMENT
FOR COLLECTING NURSING HOME STAFFING DATA.

 
   


 DISCLOSURE: This series of articles  has been advancing that the Center for Medicaid and Medicare (CMS) nursing home 5 Star rating scale is misleading and needs to be replaced with another measure of care quality  to identify top ranked institutions relative to peers. Placement in the  top ten percentile  of nursing homes is one such example. Alternatively, it could be removed. Knowledgeable professionals ignore the 5 star rating  and review the wealth of other indicators available on the nursing home compare  site.
