Legislation (action since previous report)

House Bill 4001 – Despite numerous revisions to the bill to try to garner support, the House defeated House Bill 4001 on a 52 – 55 vote.  The bill, if passed, would have reduced the personal income tax from 4.25% to 4.05% as of January 1, 2019, and then further in subsequent years as long as the state “Rainy Day Fund” has a balance of at least $1 billion.  (This version was a significantly revised version of the bill as introduced, which would have completely phased out the income tax over a 40-year period.)  Although HB 4001 – which was strongly supported by House Speaker Tom Leonard and was the first bill voted on the House floor this session – was defeated, a procedural action keeps it alive for future reconsideration.

Fiscal Year 2018 Budget

Legislative subcommittees are continuing their examination of Governor Snyder’s proposed budget for Fiscal Year 2018 and have also begun to hear public testimony about the proposals.  At this writing, both House and Senate subcommittees have held hearings on the DHHS behavioral health proposals and the Senate has held a hearing on Medicaid proposals.  Most of the departments’ presentations to the subcommittees, as well as some public written testimony and other detail about the budget, are available online at the House and Senate Fiscal Agency websites.

  Other

The Michigan Department of Health & Human Services has issued a Request for Proposal for Self-Determination in Michigan, a grant funded project to address issues with consistency and access to the tools and supports needed for self-determination.  Applications must be submitted electronically by March 31, 2017.
