A Word From Our Director General

Environmental matters were at the center of IBAC activities in February.  ICAO’s Committee on Aviation Environmental Protection (CAEP) closed out its three-year work cycle with recommendations for the Council to forward to the Assembly this fall and an ambitious work programme for the next three years.  Bruce Parry, IBAC’s environment director, provides more information below.  However, I’d like to point out that the results of CAEP’s feasibility study for a long-term goal of net zero carbon emissions by 2050 align quite well with our sector’s analysis supporting the Business Aviation Declaration, which the IBAC Governing Board agreed in September 2021. 
We hope to see you at any of several events in March.  On 10 March, IBAC will host a roundtable discussion, “Safety Culture and the Development of Your Workforce”.  It will be presented by IS-BAO Progressive Stage 3 professionals and will examine what it takes to evolve a safety culture that attracts and keeps people engaged and how an operator can stand out to prospective candidates and attract talent in competitive times, among others. 
 
We also look forward to seeing you at Heli-Expo on 8-10 March in Dallas, Texas.  Look for us in the Safety Zone at the HAI booth.  And at the NBAA International Operators Conference in Los Angeles 14-16 March, please introduce yourself to Andrew Karas, the new IS-BAO Director.
 
Last but not least, we will join AfBAA for the first AfBAA-IBAC safety workshop with directors general of civil aviation, industry, and the African Civil Aviation Commission on 2 March.  We hope this will be a first step in building lasting engagement with the business aviation community and safety authorities in Africa.

ICAO

Andreas Meyer, IBAC Director, ICAO Liaison
  • The ICAO Council and Air Navigation Commission continued with their first Session in 2022.
  • A Council Committee outlined the organizational shape of the upcoming 41st General Assembly, which will take place in Montreal on 27 September, over three weeks in a hybrid format.
  • IBAC, with other international organizations, meets regularly to coordinate a united industry presence at the upcoming Assembly.
  • IBAC welcomes Ambassador Chesley Sullenberger as the new US Ambassador to ICAO, who took office in February 2022.

IS-BAH

Terry Yeomans, Programme Director
  • The current total of IS-BAH organizations that have achieved Stage 1 to date is 264 locations. 176 of these handlers have gone on to Stage 2 (67%) and we now have 12 that have reached Stage 3 (4.5%).
  • Workshop attendance numbers in 2022 have been very promising, with more than 80 attendees in the first three Fundamentals workshops.
  • The next workshop is planned to start 15 March, with the May workshop now also open for booking. Register HERE.
  • We are working closely with AfBAA on an upcoming presentation to regulators, Enhancing Safety Standards for Business Aviation Operators and Ground Handlers in Africa.

IS-BAO

  • A new interface for the Audit Management System has just been published in the IS-BAO portals. Auditors and operators can now submit and follow-up on the status of Planned Audit Notifications and audit reviews, as well as access past audit reports, via a more secure and user-friendly interface. The system is available in the portals upon login in the IBAC website.
  • Register for upcoming workshops HERE. The workshop 28-31 March will be provided in Spanish.
  • IBAC will be exhibiting at HAI Heli-Expo 8-10 March in Dallas, Texas, visit us in the Safety Zone at the HAI booth #6802.

  • As mentioned in Kurt’s introduction, please register now for the next IBAC Roundtable webinar, “Safety Culture and the Development of Your Workforce” presented by Progressive Stage 3 operators, Blair Robson from a large corporate flight department, Geoff Makey from Mira Vista Aviation, Stan Medved from Shell Aircraft Limited, and special guest Jennifer Pickerel with Aviation Personnel International.

SUSTAINABILITY

  • The ICAO Committee on Aviation and Environmental Protection (CAEP/12) meetings were conducted 7-17 February.   We would like to acknowledge the support of IBAC Industry Partner Bombardier, Member Association NBAA, and the following organisations and their individual experts that contributed to the CAEP Working Groups and meetings: Dassault, Embraer, Gulfstream, Honeywell, Pilatus, Textron, Williams International, Pratt and Whitney Canada, and GAMA. Their individual support is invaluable in ensuring that business aviation has a platform to contribute to the proceedings and safeguard its interests within the civil aviation space. 
  • CAEP is a technical committee of the ICAO Council. CAEP assists the Council in formulating new policies and adopting new Standards and Recommended Practices (SARPs) related to aircraft noise, emissions, and wider aviation environmental impacts.  The results of CAEP/12 will be reported to the ICAO Council for its review and recommendation to the Assembly, which takes place this fall.  Read the full summary HERE.
